In the first months of 2025, production and business activities of enterprises faced many difficulties due to economic recession, war, and armed conflicts in some countries. The number of enterprises registering to temporarily suspend operations and dissolved enterprises in the first 4 months of the year increased by 8% and 32% respectively compared to the same period in 2024.
However, the industrial sector, investment attraction, trade and services still achieved a good growth rate. In the first 4 months of 2025, the province's industrial production index is estimated to increase by 21.2%; total retail sales of goods and consumer service revenue is estimated at VND 21,137.3 billion, up 21.6% over the same period in 2024. This result is due to the fact that authorities at all levels and functional branches always accompany, promptly grasp information, support to remove difficulties and obstacles for businesses to operate.
For example, the Provincial Industrial Parks Management Board, through monitoring and understanding the business operations, has regularly organized meetings with large groups of investors such as Korean, Japanese, Taiwanese (China) enterprises, etc. to help investors directly reflect difficulties and problems to state management agencies; at the same time, help state management agencies understand the needs and aspirations of investors; thereby, promoting advisory work with the province in improving the investment and business environment. In the past time, the Board's leaders have also worked with a number of large-scale Taiwanese (Chinese) enterprises such as Qisda Vietnam Co., Ltd., Wistron Infocomm (Vietnam) Co., Ltd., Neweb Vietnam Co., Ltd., AVC Vietnam Science and Technology Co., Ltd., Alpha Network Vietnam Co., Ltd., AUO Vietnam Co., Ltd.... to support enterprises in recruiting workers, housing for workers, housing for rent for workers from other provinces, helping enterprises improve the working environment, increase income, and benefits to retain workers.
Mr. Lin Su - Ming, General Director of Wistron Infocomm (Vietnam) Co., Ltd., Dong Van III Industrial Park, Duy Tien Town, said: All of our difficulties and problems in the process of completing investment procedures and production and business activities have been promptly supported and resolved by the Provincial Industrial Park Management Board and relevant agencies. Recently, at a working session with the Provincial Industrial Park Management Board, Wistron Infocomm proposed that relevant agencies support businesses in removing difficulties related to labor recruitment, customs clearance, traffic safety, and support businesses in finding warehouses to store goods... In the coming time, when the output of goods increases, Wistron Infocomm will need about 200 more foreign experts and recruit more than 3,000 workers. Therefore, we hope that relevant agencies of the province will pay attention and create favorable conditions in terms of procedures so that the team of experts can soon enter the country to work at the factory; Support businesses to recruit enough unskilled workers and maintain stable power sources so as not to interrupt production.
To continue to accompany and support enterprises to overcome difficulties and maintain stable production and business, according to the Head of the Provincial Industrial Park Management Board, Luu Tran Son, in the coming time, the Board will closely coordinate with state labor management agencies to grasp the labor situation, implement policies and strategies on developing high-quality human resources; survey the labor recruitment needs of enterprises in the industrial park as a basis for consulting and proposing to the province to develop training policies and mechanisms according to the needs of enterprises, with the form of training according to the orders of enterprises; strengthen the activities connecting state agencies, training institutions and enterprises in training and job creation. The Board will also proactively coordinate with relevant departments and branches to promote the synchronous construction and stable provision of support services for industrial development such as electricity, water, telecommunications services, consulting, disseminating legal policies to workers, etc.
Faced with the difficulties and problems of enterprises related to the issue of foreign experts entering the country, Ms. Le Thi Thu Hang, Deputy Director of the Department of Home Affairs, said: With the viewpoint of accompanying and providing the best support for enterprises, in recent times, the Department of Home Affairs has paid special attention to doing a good job of licensing for foreign workers. For each industrial park, the Department has assigned an officer in charge to support the fastest licensing for foreign workers. Therefore, up to now, there has not been any delayed licensing application, causing difficulties for enterprises. In order to promptly license foreign workers, the Department has also assigned officers to work directly, instructing the human resources department in enterprises on the methods and procedures for applying for licenses in accordance with regulations.
Performing the function of state management of industry and trade, the Department of Industry and Trade has also promoted the implementation of solutions to remove difficulties and obstacles for businesses. The focus is on information, guiding businesses to grasp and register to participate in the supporting industry program; informing businesses about the market situation and import demand of goods from other countries; effectively implementing industrial promotion projects, supporting businesses to apply machinery and technical advances in production to improve product designs and quality. In addition, each year, the Department of Industry and Trade guides and supports hundreds of businesses to participate in trade promotion fairs, programs, trade conferences, connecting supply and demand to introduce and promote products; at the same time, effectively operating and exploiting the Ha Nam province e-commerce trading floor to connect manufacturers and distributors with consumers; supporting businesses to introduce and promote products on major e-commerce platforms such as Postmart.vn, Voso.vn...
According to Mr. Hoang Chi Dung, Deputy Director of the Department of Industry and Trade, strictly implementing the province's 10 commitments to investors, in addition to solutions to support businesses to boost production and product consumption, in recent times, the Department of Industry and Trade has also strengthened administrative reforms, promoted the application of information technology to help businesses access licenses as quickly as possible. The Department also actively directed the reception and processing of documents on the electronic one-stop software, online public services to ensure compliance with procedures, correctly and ahead of schedule, contributing to minimizing costs for businesses when contacting to resolve administrative procedures.
With the active support and companionship from the functional sectors, the business community in the province, especially foreign-invested enterprises, have been assured in their operations, constantly expanding the scale of their factories to promote production and business. Thereby, making an important contribution to the socio-economic development of the province.
