Article 1: Donating "prime land" to open up new "golden roads" in the countryside.
"Donate land to build a road, and your land will also have road frontage."
Let's begin with the story of Mr. La Van Sanh's family (Nung ethnic minority, residing in Dong Xe hamlet, Tan Hoa commune, Dong Phu district, Binh Phuoc province). Since 2021, when Binh Phuoc province launched a plan to build a major road across Mr. Sanh's family's farmland, and simultaneously initiated the "City and village affairs; even valuable land should be donated" campaign, commune and district officials persuaded Mr. Sanh to donate his land for the road.
Having previously served as a village head, Mr. Sanh understood very well the benefits for the people when roads were built. Without hesitation, Mr. Sanh's family voluntarily donated over 1.4 hectares (worth 13 billion VND) of farmland to build Road No. 4. In early 2023, his family continued to donate 2,400 square meters (worth 2 billion VND) to expand the inter-communal road from Tan Hoa commune to Tan Loi commune.

The kindness of this farmer's family is further demonstrated by the fact that they currently run an agricultural produce purchasing agency, earning over 1 billion VND in profit annually. This provides employment for 12 permanent workers and 15 seasonal workers. Each year, he facilitates interest-free loans for needy families, supporting households lacking capital for production with 200-250 million VND.
Similarly, in Dong Xoai City, the spread of the "City and village affairs; even valuable land is donated" movement is doubling as the urbanization of the provincial administrative center continues to increase. More than ever, Dong Xoai City needs to expand its urban space and upgrade hundreds of roads as it does now.
Following the government's persuasion, farmer Vuong Van Trong (residing in Tien Thanh ward, Dong Xoai city) voluntarily donated 3,500 square meters of land and demolished a single-story house located in a prime location to hand over to the state for the construction of Road No. 34.
Mr. Trong said: "I heard from the government leaders that the project only has enough funds to build the road, but not enough to compensate the people for their land. Therefore, we earnestly hope that the people will donate land for the road. If the people do not donate land, the locality will face great difficulties."

"The property we're donating is of great value, and it wouldn't be right to say we don't regret it. But I think building a new road, besides serving the community, will directly benefit people like us. Especially after the road is completed, my land will be on the main road, and its value will increase. Therefore, after discussing with my relatives, we have unanimously agreed to donate the land and all the structures on it."
Mr. Nguyen Huu Day (69 years old, residing in Tan Binh ward, Dong Xoai city) also donated over 7,000 square meters of land, along with 3 houses and many other structures and crops, with a total value of over 20 billion VND, for the state to open the Phan Boi Chau road. Following Mr. Day's example, 38 other households whose land was within the road's planned area unanimously donated nearly 3.8 hectares of land. The total investment cost for the road is approximately 60 billion VND, of which over 3.8 hectares of land donated by the people is worth about 40 billion VND. Among them, farmer Nguyen Huu Day donated the most valuable land (20 billion VND).
Mr. Day said: "The property is too large, and my wife has passed away, so when I heard the officials' explanation, I asked for time to think because I was still hesitant. I called all five of my children, daughters-in-law, sons-in-law, grandchildren, and great-grandchildren together to discuss and explain it to them. Fortunately, everyone agreed, so we decided to donate and hand over the land to the government for road construction."

New rural development in Binh Phuoc: "Skilled public mobilization, community-oriented approach, immediate public support"
The Southern Ring Road Project in Dong Xoai City is a key project of Binh Phuoc province. The project has a total length of 6,029m and a width of 32m. Thanks to persuasion efforts, 43 large plots of land out of 188 plots in Tien Thanh ward, through which the road passes, have been donated by residents for the project. The total area of land donated by residents for the road is nearly 43,000m2, valued at nearly 50 billion VND, equivalent to a road length of approximately 1.9km.
The project to build a road connecting industrial zones in the southwest of Dong Xoai City has a total length of 15.4 km; the total land acquisition area is 37 hectares with 428 affected plots (48 plots belonging to organizations, 380 plots belonging to households and individuals). Of these, 286 plots are slated for donation, while 94 plots are not. Currently, 128 plots have been agreed upon by residents, totaling 16.7 hectares, and land has been cleared for 68 plots.

Similarly, the Dong Tien - Tan Phu road project has a total length of 11.8 km; the total land area to be acquired is 31.1 hectares, affecting 448 plots. Following the initiative to encourage land donation for road construction, people have donated 338 plots. To date, 216 plots, with an area of 11.5 hectares, have been cleared for 5.6 km of road.
Mr. Nguyen Minh Binh, Chairman of the People's Committee of Dong Xoai City, said: "To gain people's consensus on the policy of donating land for road construction, the city has mobilized the entire political system to participate in propaganda, persuasion, publicizing the planning project, and marking boundaries on the ground… Specifically: the location of the road, the donated land, and the land adjacent to the road so that people can clearly see the benefits they will receive."
Since the "Effective People Mobilization" movement spread, most households affected along the roads have agreed to donate land for transportation connectivity, economic development, and to ensure a harmonious balance of interests between the state and the people. This shows that when officials are skilled in "people mobilization," people will even donate "prime land."
Currently, Dong Xoai City has mobilized residents to donate 45.2 hectares of land, equivalent to approximately 542.5 billion VND (an average compensation and support of about 12 billion VND per hectare) for the construction of projects (mainly key transportation routes that residents jokingly call "golden roads"). To date, at least 21 "golden roads" within Dong Xoai City have been formed as a result of this initiative.
