Currently, Ho Chi Minh City has 4,475 fishing vessels, of which 207 do not meet the licensing requirements. Long Hai commune has the highest number of unlicensed fishing vessels with 179. These vessels have all been assigned to hamlets for 24/7 monitoring at specific mooring locations.

The Government inspection team conducted a field survey at the Lua Ban dock (Phuoc Thai hamlet) - one of the mooring points for fishing vessels that do not meet the operating requirements in Long Hai commune. Here, the team inspected the movement of fishermen and unqualified fishing vessels in the hamlet, and met with the heads of the hamlet's management boards to understand the methods of managing and supervising the unqualified fishing vessels moored in the area.

The delegation also conducted a physical inspection of a fishing vessel at Tan Phuoc port, checking its documents, fishing logbook, vessel tracking equipment, verifying the vessel's coordinates on the management system at the fishing port management board, and examining the logbooks tracking fishing vessels entering and leaving the port, as well as monitoring the volume of seafood unloaded through the port.

On behalf of the Government Inspectorate's working group, Mr. Nguyen Quoc Doan instructed the Ho Chi Minh City People's Committee to direct relevant departments and localities to continue supporting fishermen in obtaining the necessary valid documents to go out to sea for fishing. During this process, guidance should be combined with raising awareness among fishermen about combating IUU (Illegal, Unreported, and Unregulated) fishing.

Regarding the management of fishing vessels that do not meet operating requirements in Long Hai commune, Mr. Nguyen Quoc Doan suggested that the local authorities should concentrate these vessels in one location, manage them strictly, and install cameras and buoys around them. He also requested that the local authorities urgently propose funding to support the forces managing unqualified fishing vessels moored at docks and harbors, ensuring effectiveness.

On this occasion, the delegation also visited, encouraged, and presented gifts to a number of fishermen in Long Hai commune.
