On the morning of December 9, Government Inspector General Doan Hong Phong presented the Government's report to the National Assembly on anti-corruption work in 2025.

The Government Inspector General said that the work of preventing corruption, waste and negativity has been implemented synchronously and effectively.
He informed that through inspection, many violations were discovered, and recommendations were made to review and administratively handle 1,872 groups and 6,544 individuals; and to transfer 236 cases and 140 subjects to the investigation agency for further review and handling.
Through handling complaints and denunciations, the agencies have recommended handling 376 people; transferred 12 cases and 14 subjects to the investigation agency for further consideration and handling.
The Government Inspectorate has focused on preventing and combating waste, in conjunction with preventing and combating corruption; promptly inspected and issued inspection conclusions on the investment project to build new facilities 2 of Bach Mai Hospital and Viet Duc Hospital under the direction of the General Secretary.
Currently, the Government Inspectorate has issued a plan and deployed the entire inspection sector to conduct two large-scale inspections nationwide.
Including inspection of projects with difficulties and problems; inspection of waste prevention and control in management and use of housing and land facilities of state-owned agencies, organizations and enterprises under the direction of the Steering Committee and the Prime Minister.
Regarding the audit results, he informed that the State Audit has recommended handling of 34,628 billion VND and more than 125 million USD in finance; proposed to cancel, amend, supplement and issue new 180 documents.
Investigation agencies in the police force have investigated 1,363 cases with 3,187 defendants for corruption crimes; concluded investigations and proposed prosecution of 813 cases with 2,044 defendants.
The Criminal Investigation Agency of the Ministry of National Defense has initiated investigations into 14 cases with 19 defendants; proposed prosecution of 8 cases with 37 defendants.
The People's Procuracy at all levels has accepted and resolved 1,077 cases with 3,060 defendants; and resolved 1,041 cases with 2,931 defendants. The People's Court at all levels has resolved 1,188 cases with 3,061 defendants, of which 975 cases with 2,386 defendants were tried.
He added that the total number of civil judgments on corruption and economic matters that must be enforced is 10,393, of which 7,888 are eligible for enforcement and 6,471 have been completed.
Data shows that during the reporting period (from October 1, 2024 to September 30, 2025), ministries, branches and localities conducted 2,034 inspections of the implementation of norms, standards and regimes; discovered 149 cases and 274 violators; administratively handled 68 people; proposed to recover VND 17.9 billion, of which VND 20.9 billion was recovered.
Agencies, organizations and units have developed plans and organized the implementation of job position transfers for people with positions and authority.
Accordingly, 8,956 civil servants and public employees have had their positions changed to prevent corruption.
Notably, in 2025, 40 leaders and deputy leaders were disciplined for lack of responsibility for corruption. Of these, 14 were reprimanded, 8 were warned, and 18 were dismissed.
Resolutely handle cases of corruption, waste, and serious negativity
However, Government Inspector General Doan Hong Phong also pointed out that some anti-corruption measures have not been fully implemented.
Some cases and incidents must be temporarily suspended due to defendants fleeing or the lack of results of foreign judicial assistance; the value of assets to be recovered is still large.
Corruption, waste, and negativity in some areas are still complicated; harassment and inconvenience to people and businesses have not been thoroughly resolved.
Regarding the 2026 task, the Inspector General said that he will thoroughly handle serious and complicated corruption, waste, and negative cases that are of public concern; strengthen control of power, prevent and combat corruption, waste, and negative acts in the operation of two-level local governments.
Agencies will focus on inspecting, examining, promptly detecting, preventing, and handling violations, corruption, waste, and negativity; implementing solutions for redundant public headquarters and ongoing projects that must be stopped due to administrative unit rearrangement.
Focus on capturing fugitives abroad

The Government needs to focus on reviewing and handling redundant headquarters after the rearrangement to prevent and combat corruption, waste, and negativity; continue to pay attention to preventing harassment, negativity, and troubles for people and businesses.
The inspection agency also proposed to further improve the quality and effectiveness of detecting and handling corruption crimes and recovering corrupt assets; continue to mobilize people to surrender and arrest those who have fled abroad; and focus on directing the overcoming of shortcomings in asset appraisal and valuation.
