This is truly a huge challenge, as both expressways were only started a year ago, and are being implemented on extremely complex terrain and geological foundations. The entire construction site of the two projects has also suffered major damage due to floods. However, in addition to fulfilling the commitment to Prime Minister Pham Minh Chinh , this sprint with a very high determination also creates an important foundation for the two expressway projects at the northernmost point of the country to reach the finish line soon.
A noteworthy point is that most of the contractors working on the Dong Dang - Tra Linh and Huu Nghi - Chi Lang expressways are also in the peak period launched by the Prime Minister, aiming to complete the target of 3,000 km of expressway by the end of 2025. The North - South Eastern Expressway, the 88 km long Quang Ngai - Hoai Nhon section undertaken by these units is also gradually reaching the finish line, striving to open to traffic and put into operation on December 19, 2025.
The spirit of “only discuss, no retreat”, “overcome the sun and rain, not lose to storms” is spreading in most expressway projects across the country. This has brought very positive signals towards the goal of completing 3,000 km of expressways, when by the beginning of November 2025, the whole country had 2,476 km of expressways put into operation.
Currently, the Ministry of Construction and localities are resolutely directing investors and contractors to mobilize maximum resources and organize construction in "3 shifts and 4 teams" to complete the remaining 733 km of 22 expressway projects scheduled for completion in 2025. However, in addition to the spirit of high determination, the projects still face objective difficulties due to climate change and extreme weather. Many provinces in the northern and central mountainous regions have suffered severe consequences from floods and landslides. Some localities in the southern region such as Dong Nai, Can Tho City, An Giang, and Ho Chi Minh City are also suffering from unfavorable weather conditions, with the rainy season lasting longer than usual.
Meanwhile, the remaining construction volume of the 3,000 km expressway project group is mainly the foundation and asphalt concrete road surface. These items are highly dependent on weather conditions, so the progress is showing signs of slowing down compared to the plan.
Overcoming these difficulties is not easy. Investors and contractors need to develop a reasonable and scientific construction plan; increase human resources and equipment; overcome disadvantages caused by floods and rains, ensure project quality; and promptly accept and make payments, ensuring the progress of public investment disbursement. Leaders of ministries, branches and local authorities also need to seriously implement the recent direction of the head of the Government: closely follow the construction site, promptly remove difficulties, encourage and reward appropriately, not leaving investors, contractors, engineers and workers "lonely" on the construction site.
Along with creating the best conditions for contractors, investors need to quickly add units with strong capacity to "rescue" sections at risk of being behind schedule, in accordance with the spirit of "temporarily putting aside profits - all for the goal of 3,000 km of highway", first of all, the entire North - South Eastern Expressway is to open to traffic on December 19, 2025.
