Although these projects are considered "reserves" for the goal of completing 5,000 km of expressways by 2030, investors and contractors involved in the two expressway projects (Dong Dang - Tra Linh and Huu Nghi - Chi Lang) have just launched a 40-day sprint to complete the project and open the routes by December 31, 2025.

It was truly an immense challenge, as both expressways had only been started a year ago, and were being constructed on exceptionally complex terrain and geological conditions. The entire construction site for both projects had also recently suffered significant damage from heavy rains and floods. However, in addition to fulfilling commitments to Prime Minister Pham Minh Chinh , this final push, driven by a high level of determination, also laid an important foundation for the two expressway projects in the northernmost region of the country to reach completion ahead of schedule.

It is noteworthy that most of the contractors working on the Dong Dang - Tra Linh and Huu Nghi - Chi Lang expressways are also part of the peak period launched by the Prime Minister, aiming to complete 3,000 km of expressways by the end of 2025. The 88 km section of the North-South Expressway in the East, from Quang Ngai to Hoai Nhon, undertaken by these units, is also nearing completion, striving for opening and operation on December 19, 2025.

The spirit of "only talking about doing, not talking about retreating," and "overcoming the sun and rain, not losing to storms and strong winds" is spreading across most expressway projects nationwide. This has brought very positive signals towards the goal of completing 3,000 km of expressways, as by the beginning of November 2025, 2,476 km of expressways had been put into operation nationwide.

Currently, the Ministry of Construction and local authorities are decisively directing investors and contractors to mobilize maximum resources and organize construction in "3 shifts, 4 teams" to complete the remaining 733 km of 22 expressway projects scheduled for completion in 2025. However, despite the high level of determination, the projects still face objective difficulties due to climate change and extreme weather. Many provinces in the northern and central mountainous regions have suffered severe consequences from floods and landslides. Some localities in the southern region, such as Dong Nai, Can Tho City, An Giang, and Ho Chi Minh City, are also experiencing unfavorable weather conditions, with the rainy season lasting longer than usual.

Meanwhile, the remaining construction volume of the 3,000 km expressway project mainly consists of foundations and asphalt concrete pavements. These items are highly dependent on weather conditions, so the progress is showing signs of falling behind schedule.

Overcoming these difficulties is not easy. Investors and contractors need to develop reasonable and scientific construction plans; increase manpower and equipment; overcome disadvantages caused by rain and floods, ensuring the quality of the project; and at the same time, promptly conduct acceptance testing and payment, ensuring the disbursement of public investment capital. Leaders of ministries, sectors and local governments also need to seriously implement the recent directive of the head of the Government: closely monitor construction sites, promptly resolve difficulties, encourage and reward appropriately, and not leave investors, contractors, engineers, and workers "alone" on the construction site.

Along with creating the best conditions for contractors, investors need to quickly add capable units to "rescue" sections of the route that are at risk of falling behind schedule, in line with the spirit of "temporarily setting aside profits - all for the goal of 3,000 km of expressway," with the immediate goal of opening the entire North-South Expressway (Eastern section) to traffic by December 19, 2025.

These are the most practical contributions of the Construction industry to celebrate the 14th National Congress of the Party, creating a solid foundation and contributing to the successful implementation of the goals in the Resolution on the Socio-Economic Development Plan for 2026 recently approved by the National Assembly, joining the whole country in seizing new opportunities and prospects, and ready to enter the era of national progress.
