At a recent meeting of the Government Standing Committee, Prime Minister Pham Minh Chinh requested the Ministry of Construction to review and promote the completion of the Eastern North-South Expressway in 2025, ensuring the completion of 3,000 km of expressway according to the set target, and at the same time study investment plans to expand sections on the route in the coming time.
According to the assessment of the Ministry of Construction, the North-South Expressway component projects in the East that have been put into operation now all have favorable conditions for expansion because most of them have cleared the land according to the 6-lane model and are operating at a maximum speed of 90 km/h. If expanded and designed with a maximum operating speed of 120 km/h, it will help increase socio-economic efficiency and overcome the shortcomings when operating limited 4-lane sections, especially the risk of accidents and congestion.
On that basis, the Ministry of Construction and relevant agencies are carefully researching, developing projects, and proposing overall investment plans to prepare for the expansion and upgrading of invested sections in a phased scale, towards a complete expressway, in line with the orientation of the Party and State, ensuring compliance with regulations, technical standards, publicity, transparency, and prevention of negativity, corruption, and waste.
The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to directly direct the implementation of the above tasks of ministries, branches and localities.
The Ministry of Construction has sent a dispatch requesting investors interested in studying and investing in expanding the North-South Eastern Expressway under the PPP method. Up to now, the Ministry of Construction has received investment proposals to expand the North-South Eastern Expressway from 4 lanes to 6-8 lanes from 10 domestic investors including: Vietnam Expressway Corporation (VEC); Vietnam Infrastructure Development and Finance Investment Corporation (VIDIFI); Deo Ca Group Joint Stock Company; Son Hai Group Company Limited; Truong Thinh Group Joint Stock Company; 194 Construction Investment Corporation Joint Stock Company; Phuong Thanh Transport Investment and Construction Joint Stock Company; Xuan Truong Construction Enterprise; Rang Dong Joint Stock Company; LIZEN Joint Stock Company.
The Ministry of Construction has also studied investment options for the expansion of the North-South Expressway in the East in terms of scope, scale, investment form, and implementation organization and has reported to the Prime Minister for consideration. Specifically, the Ministry is studying the expansion of 18 sections, 1,144 km long, of which 3 sections have been invested in the form of BOT and 15 sections have been and are being invested in the form of public investment. The total estimated investment for the project to expand 1,144 km of the North-South Expressway in the East is about 152,102 billion VND.
The Ministry of Construction will work with investors of three component projects implemented under the PPP model to develop expansion plans. For 15 public investment projects, the Ministry of Construction will preside over and coordinate with relevant agencies to prepare for investment under the PPP model.
