Mr. Nguyen Van Duoc is the new Chairman of Ho Chi Minh City People's Committee.

At the 21st session (special session) of the Ho Chi Minh City People's Council, 10th term, 2021-2026, held on the afternoon of February 20th, 83 out of 84 delegates voted to elect Mr. Nguyen Van Duoc as Chairman of the City People's Committee.

At the People's Council meeting, Mr. Nguyen Van Duoc shared: "I am very honored to be nominated to hold the important role of Chairman of the People's Committee of the city for the term 2021 - 2026."

Mr. Nguyen Van Duoc also presented a specific action plan, stating that in 2025, he and the Standing Committee of the City People's Committee will focus on reviewing, supplementing, and immediately implementing breakthrough solutions to achieve the 22 groups of socio-economic indicators for the 2020-2025 period.

The focus is on achieving an 8.5% GRDP growth rate in 2025 and preparing the conditions for Ho Chi Minh City's growth to reach and exceed 10% in the following years. A medium-term plan will be reviewed and prepared to promote the city's key priorities during the 2026-2030 period.

Regarding long-term tasks, Mr. Nguyen Van Duoc pledged to focus on fundamental goals, developing the city into a civilized, modern, happy, compassionate, innovative city, maintaining its role as an economic locomotive, a growth pole, and a pioneering development model in the Southern dynamic region.

At the same time, limitations and difficulties have been identified; building a team of competent and qualified cadres, especially leaders and managers. Therefore, in the period 2026-2030, focus will be placed on six key solution groups.

Firstly, implement programs and solutions for city management and development, linked to the results of implementing Resolution 18 on streamlining the administrative apparatus.

Secondly, implement urban and infrastructure development programs and solutions linked to regional cooperation between the Southeast region and the Mekong Delta.

Thirdly, implement programs and solutions for economic model transformation linked to the Central Government's implementation results on science and technology, innovation, and digital transformation (Resolution 57).

Fourth, implement programs and solutions for socio-cultural development, effectively addressing social welfare and environmental issues in a large city.

Fifth, implement programs and solutions to mobilize resources in the 2026-2030 period, estimated at nearly 5 trillion VND. Of which, budget capital accounts for over 1.2 trillion VND, and social capital sources account for nearly 3.8 trillion VND.

Sixth, implement solutions to ensure political security, social order and safety, and strengthen national defense; promote economic diplomacy; regional linkages and expand development space; and combat corruption, negative practices, and waste.

"I am committed to and strive to uphold moral qualities, promote the spirit of unity and intelligence to translate the proposed Action Program into concrete actions," Mr. Nguyen Van Duoc emphasized.

Earlier, on the afternoon of February 19th, Mr. Nguyen Van Duoc received a personnel reassignment decision from the Politburo, appointing him to the position of Deputy Secretary of the City Party Committee.

Thus, the Standing Committee of the Ho Chi Minh City Party Committee currently has 5 members, including: Secretary Nguyen Van Nen and 4 Deputy Secretaries: Ms. Nguyen Thi Le, Mr. Nguyen Phuoc Loc, Mr. Nguyen Thanh Nghi and Mr. Nguyen Van Duoc.

Mr. Nguyen Van Duoc, originally from Ben Luc district, Long An province, holds a Master's degree in Geology and has a long history of working and living in the local area.

Specifically, in March 1993, Mr. Nguyen Van Duoc worked at the Land Management Board of Long An province (now the Department of Natural Resources and Environment of Long An province). In July 2006, he became Director of the Land Use Rights Registration Office. In February 2007, he became Head of the Department of Natural Resources and Environment of Thanh Hoa district.

From July 2009 to May 2010, he served as Deputy Director of the Department of Natural Resources and Environment. From February 2010 to March 2013, he was a Provincial Party Committee member and Director of the Provincial Department of Natural Resources and Environment.

From April 2013 to December 2015, he served as Secretary of the Tan Thanh District Party Committee. From January 2016 to April 2019, he was Vice Chairman of the Provincial People's Committee. From April 2019 to October 2020, he was the Standing Deputy Secretary of the Provincial Party Committee. On October 14, 2020, he became Secretary of the Provincial Party Committee. On November 11, 2020, he became Chairman of the Provincial People's Council.

On January 30, 2021, he became a member of the Central Committee of the 13th Party Congress, for the term 2021-2026. From February 19, 2025, he will be the Deputy Secretary of the Ho Chi Minh City Party Committee.

Later that same day, the People's Council proceeded to dismiss the Chairman of the People's Committee of Ho Chi Minh City for the 10th term, 2021-2026. Accordingly, 100% of the delegates voted in favor of dismissing Mr. Phan Van Mai.

On February 18th, the National Assembly passed a resolution electing Mr. Phan Van Mai as Chairman of the National Assembly's Economic and Financial Committee.
