Associate Professor Dinh Cong Huong leaves the Scientific Council of Mathematics

The National Foundation for Science and Technology Development (Nafosted) said it will carry out procedures for Associate Professor Dr. Dinh Cong Huong to stop participating in the Mathematics Science Council for the 2022-2024 term according to regulations.

The above information was announced by the National Foundation for Science and Technology Development on the afternoon of August 11 after the Mathematics Science Council held a meeting to consider the proposal of Associate Professor, Dr. Dinh Cong Huong. This move was made more than a week after Mr. Huong was accused of violating academic integrity, publishing many international articles but signing the name of a different university than his workplace.

Associate Professor Dr. Dinh Cong Huong is currently a lecturer at Ho Chi Minh City University of Industry. He is a member of the Mathematics Council, Nafosted Foundation (National Foundation for Science and Technology Development) for the period 2022-2024.

After receiving the accusation, on October 31, the Director of the Fund's Executive Agency and the Mathematics Science Council received a request from Associate Professor Dr. Dinh Cong Huong to withdraw from the Council on the grounds that he had cooperated in scientific research for economic reasons with Ton Duc Thang University and Thu Dau Mot University, affecting the Council's reputation.

According to Nafosted Foundation, after discussing the relevant aspects of Associate Professor Huong's proposal, comparing with the Regulations on research integrity for the implementation of scientific and technological tasks funded and supported by the Foundation, issued together with Decision No. 10 dated February 10, 2022, the members of the scientific council unanimously recommended that the Foundation allow Associate Professor Dr. Dinh Cong Huong to cease participating in the Council.

The Fund strongly supports ensuring research integrity in scientific and technological activities, contributing to creating a standard environment and international integration in Vietnam.

The Science and Technology Council, established by the Fund Management Board, consists of members who are prestigious scientists and managers with high professional qualifications, selected from the Fund's expert database on the basis of professional achievements and credibility of scientists and managers in the same professional field.

Previously, sharing with VnExpress , the representative of Nafosted Fund said that Associate Professor Huong clearly stated that the Fund's participation in the industry council is part-time and voluntary. Therefore, before the withdrawal application, the Fund will consult with the Scientific Council of Mathematics. The professional advisory council will analyze Associate Professor Huong's work, advise the Fund, and base on the regulations to have opinions and resolve the case.

According to statistics from MathSciNet - the database of the American Mathematical Association, Associate Professor Huong has 42 scientific research works. Of which, 13 works were signed by Ton Duc Thang University (HCMC), 4 works were signed by Thu Dau Mot University ( Binh Duong ). During the time of conducting these studies, he was a full-time lecturer at Quy Nhon University (Binh Dinh).

Associate Professor Huong admitted the incident and explained that he had signed a scientific research cooperation contract with the two schools mentioned above. The reason is that Quy Nhon University does not prohibit this if the lecturer has completed his task, while he is under pressure from his family's economy. "To write a research paper is very difficult, painful, takes a lot of effort, and goes through many stages. My task has been completed, I have put in so much effort, I also hope to have more income," Mr. Huong said. On the other hand, he said he did not use the facilities and laboratories of Quy Nhon University to conduct research topics for other units.
