At its meeting on 28 April, the Safeguards Committee reviewed notifications of safeguard decisions on 22 products submitted by 13 Members (including 7 cases involving steel/metal products) made since the Committee's last meeting in October 2024. Of note were the European Union's (EU) notification of a revision of its 2019 measure on certain steel products (9 Members raised concerns), the United Kingdom's 2020 measure on certain steel products (5 Members raised concerns) and China's initiation of a case on cattle meat in December 2024 (5 Members raised concerns).
In addition, the Commission also considered the EU and India's request for consultations under the Safeguards Agreement regarding US measures taken under Section 232 of the Trade Expansion Act of 1962. The US explained that these measures were not safeguards but were taken under national security law. The US further stated that these measures were being maintained under the essential security interest exception under Article XXI of the General Agreement on Tariffs and Trade (GATT) 1994. The EU, India, China and the UK disagreed with the way the US characterized these measures, and asserted that they were safeguards.
At its meeting on 29 April, the Chair of the Committee on Subsidies and Countervailing Measures continued to call on Members to submit timely notifications of subsidy programs to ensure transparency and effective monitoring by the Committee. The Committee reviewed subsidy notifications, preliminary and final measures of Members. The Committee also reviewed semi-annual reports for the period from July to December 2024 of a number of Members, including Vietnam.
At its meetings on 30 April and 1 May, the Anti-Dumping Committee reviewed the semi-annual reports and the preliminary and final anti-dumping duty reports for the period July - December 2024 of a number of Members, including Vietnam. The Committee also discussed the following issues: "discriminatory subsidy policies and measures of the United States" (requested by China); "French electric vehicle subsidy program" (requested by Korea); and "subsidies and overcapacity" (requested by the EU, Japan, the United Kingdom and the United States). In addition, the Committee's Enforcement Working Group also discussed some technical issues related to some anti-dumping investigation procedures.
The next meeting of the 3 Committees is scheduled to take place in the last week of October 2025.
