Industrial production of the whole industry increased by 17.9% over the same period in 2024, of which: processing and manufacturing increased by 18.6%; electricity production and distribution increased by 10.4%; water supply, wastewater and waste management and treatment increased by 8.4%; mining increased by 18.6%. Budget revenue reached 8,057 billion VND, an increase of 250.1% over the same period. Total social investment capital was more than 10,968 billion VND, an increase of 15% over the same period in 2024. To achieve the above results, the Provincial People's Committee directed all levels and sectors to regularly review and remove obstacles for investment projects that have been licensed, have not been implemented or are being implemented in order to unlock investment resources for production and business; grasp the recommendations of enterprises and organizations, promptly resolve, support enterprises in production and business; mobilize enterprises to focus on digital transformation, innovation in enterprises; focus on solving the local labor shortage in some enterprises, deploy training programs, and improve vocational skills for workers to gradually meet the recruitment requirements of enterprises. Commercial banks in the area, survey the capital needs of enterprises, adjust lending interest rates in accordance with input mobilization interest rates; focus on reforming administrative procedures in the capital disbursement process; promptly disburse capital to borrowers. Ha Nam Customs removes difficulties for businesses importing and exporting goods, especially businesses registering for production in 2025, importing machinery and equipment, and importing input materials.

Along with removing difficulties for production and business, the Provincial People's Committee also directed the sectors to focus on disbursing public investment capital; synchronously implementing policies to effectively exploit revenue from economic sectors along with generating revenue sources, nurturing revenue sources, striving to complete the revenue estimates assigned by the Provincial People's Council at the highest level; focusing on mobilizing all investment resources to complete works, focusing on prioritizing the development of transport infrastructure; speeding up the implementation of major projects that have a positive impact on the socio-economic development of the province; urging the implementation of ongoing urban development projects; proactively reviewing the disbursement progress of each project to promptly have specific handling plans; resolutely cutting and transferring capital of slow-disbursement projects to projects with good disbursement progress.
Many major projects in the province in 2025 have been accelerated in investment progress and have been put into operation, such as: The Liem Chinh Bridge Phase II project connecting the 68m road in Lam Ha ward with Liem Chinh ward, which was completed after nearly 2 years of construction and put into operation on the occasion of the 50th anniversary of the Liberation of the South and National Reunification. The completion of the Liem Chinh Bridge project not only contributes significantly to urban beautification but also puts the 68m road into more effective operation. To complete the above plan, the Provincial Party Committee and the Provincial People's Committee direct sectors and localities to focus on implementing the resolutions and conclusions of the Central Committee resolutely, synchronously and effectively; perfecting institutions, mechanisms and policies according to the provisions of law; improving the efficiency of budget revenue and effectively using public investment resources; attracting investment, resolving difficulties for investors, increasing the attraction of universities to invest in Nam Cao University Area to develop high-quality human resources for the whole country and the province; reviewing programs and projects allocating capital in the medium-term and annual public investment plans implemented according to the provisions of the Law on Public Investment; doing a good job of site clearance, removing difficulties and obstacles regarding land, creating clean land funds to hand over to investors to implement projects; speeding up the progress of collecting land use fees or handing over clean land to localities to organize auctions of land use rights; Focus on implementing important projects of great significance and influence on local socio-economic development.
