Strive to complete the construction of Facility 2 of Viet Duc and Bach Mai Hospitals before November 30

On the afternoon of November 18, Deputy Prime Minister Le Thanh Long and the working delegation inspected and urged the construction of the Investment Project to build the 2nd Facility of Viet Duc Friendship Hospital and Bach Mai Hospital in Ninh Binh .

Joining the working delegation were Minister of Health Dao Hong Lan, Chairman of Ninh Binh Provincial People's Committee Tran Huy Tuan, and leaders of ministries and branches.

According to the Ministry of Health's report, the basic construction work of the two projects will be completed before November 30, 2025. However, there are still some tasks that are difficult to complete before November 30, 2025, such as the fire protection system, doors and operating room control panels at Bach Mai 2 project; UPS system, some outdoor traffic routes at Viet Duc 2 project.

Regarding medical equipment (TBYT) applying direct procurement, the Project Management Board has completed signing procurement contracts for 82 TBYTs under Bach Mai 2 Project; 83 TBYTs under Viet Duc 2 Project.

Since November 12, 2025, the contractor has imported goods and started installing a number of important medical equipment such as CT, MRI, DSA, X-ray, ultrasound, hospital beds... It is expected to basically complete the installation work before December 25, 2025.

Currently, the Project Management Board is carrying out procedures to select a consulting unit to prepare the application for an environmental license to complete the application and send it to the Ninh Binh Provincial People's Committee for licensing according to regulations (the condition for granting an environmental license is that the project must complete all items; have as-built drawings).

The contractor said the important point is to complete the contract appendices and sign them, thereby removing legal problems.

Bach Mai Hospital representative said that the hospital has developed a plan for professional human resources to operate the second facility with 1,000 beds, with a minimum of 1,154 employees. Up to now, the hospital has recruited and trained more than 600 doctors, nurses, medical technicians, and midwives. The hospital rotates at least 1/3 of the necessary human resources to operate the second facility with high professional qualifications from the Hanoi facility to work as the core at the Ninh Binh facility (this ratio may increase depending on the actual situation). Up to now, 620 officials and employees have registered to work at the Ninh Binh facility in phase 1 (over 50% of the necessary human resources).

The representative of Viet Duc Hospital also affirmed that they have proactively recruited and transferred high-quality human resources from facility 1, and now have enough, ready to receive hospital facility 2 to put into operation.

Concluding the meeting, Deputy Prime Minister Le Thanh Long highly appreciated the efforts of the Ministry of Health, the Project Management Board, contractors and relevant ministries and agencies in organizing and implementing the work of the two projects.

Compared to the working and inspection session 3 weeks ago, the field situation of the 2 hospitals has changed significantly. The Deputy Prime Minister said that the most difficult point when restarting the project was confirming the current status, adjusting and signing the contract appendix, which has now been completed, and there is a legal basis for payment to the contractor. Basically, there are no more legal difficulties. Currently, we only need to focus on construction, completing our part of the work, and closely coordinating with each other to speed up progress.

In line with the plan to inaugurate and start construction of large and meaningful projects on the occasion of the 79th anniversary of the National Resistance Day and to welcome the 14th National Congress of the Party for the 2025-2030 term, the ribbon-cutting ceremony for the construction part of the two projects will be held on December 19 and a part of the project will be put into operation.

"To do this, we need to be extremely determined," the Deputy Prime Minister emphasized.

Regarding the fire prevention and fighting category, the Deputy Prime Minister requested the Ministry of Public Security to continue to proactively and actively find solutions with the Project Management Board and contractors to thoroughly resolve arising problems.

Contractors need to have a specific plan and roadmap for handing over the operation of the two hospitals.

The Ministry of Health and the Project Management Board need to monitor more closely during this peak period, not only weekly meetings but maybe once every 1-2 days.
