VHO - On July 31, the People's Committee of Cua Nam Ward (Hanoi) held a launching ceremony to respond to the implementation of Directive No. 11/CT-UBND dated July 24, 2025 on organizing the Campaign "45 days and nights of launching to support digital transformation activities in communes and wards in the initial phase of operating the two-level local government model".

At the launching ceremony, Chairman of Cua Nam Ward People's Committee Nguyen Quoc Hoan emphasized that implementing the two-tier local government model and promoting comprehensive digital transformation is a major policy, an inevitable requirement of development. This is both an opportunity and a challenge for us to innovate, improve operational efficiency, and serve the people better and better.

After the merger, the People's Committee of Cua Nam Ward focused on applying digital technology and artificial intelligence (AI) to serve the people. One of the breakthrough steps is that the ward launched the AI robot campaign to support people and businesses in the field of public administration.

The launching ceremony of the Campaign "45 days and nights of supporting digital transformation activities in communes and wards in the initial phase of operating the two-level local government model" today is evidence of the political determination of Cua Nam ward in successfully implementing Directive 11 of the City and Resolution 57 of the Politburo .

Beyond the metrics, the core goal must be to create some transferable skills for officials and people, so that technology can truly serve life.

For the campaign to be most effective, the Chairman of the People's Committee of Cua Nam Ward requested the creation of a widespread support network, reaching every citizen with the goal of ensuring that all residential groups have a community digital transformation team and operate effectively with the motto "Go to every alley, knock on every door".

The teams will be the pioneers, the extended arms of the government to directly guide people to install and proficiently use online public services on the National Public Service Portal.

At the same time, 6 "Mobile Digital Literacy" points must be deployed immediately, prioritizing support for the elderly, people with disabilities and vulnerable groups, leaving no one behind in this digital revolution.

According to Ms. Trinh Ngoc Tram, Vice Chairman of the People's Committee of Cua Nam Ward, the ward has proposed 5 groups of key contents and solutions for implementation. In particular, the organization and resources of the ward have completed personnel, arranged specialized staff for information technology and digital transformation.

Two core units were established, including the Technology and Professional Response Team, consisting of leaders, professional staff, police, youth union and IT students, tasked with providing technical support and handling arising situations.

Establish 28 community digital transformation teams in residential groups. These teams will operate under the motto "Go to every alley, knock on every door", directly instructing people to use essential digital platforms such as VNeID, iHanoi, National Public Service Portal and Public Service Portal of the Ministry of Public Security.

Deploying “Mobile Digital Literacy” points with the core force of youth union members and student volunteers, these points will be set up to support people in filling out online applications, installing applications, with special priority given to the elderly, people with disabilities and near-poor households.

Ms. Trinh Ngoc Tram also said that all cadres, civil servants, public employees and members of the community digital transformation team are trained in basic digital skills in many flexible forms: in person, online, "hands-on" to ensure that everyone can proficiently use digital platforms to serve their work and guide people.

The ward will coordinate with telecommunications enterprises to upgrade network infrastructure and deploy 5G coverage at public administrative service points. Along with that, artificial intelligence (AI) applications will be integrated into the iHanoi system to support people and businesses to carry out administrative procedures quickly and conveniently.

“The “45 Days and Nights” campaign is an important opportunity to create a breakthrough in digital transformation in Cua Nam Ward. This is a journey that requires perseverance, consensus and high political determination.

With the participation of the entire political system and the response of the people, Cua Nam ward is determined to successfully implement the proposed plan, bringing technology to practically and effectively serve people's lives", the Vice Chairman of Cua Nam ward People's Committee emphasized.

Previously, Chairman of Hanoi People's Committee Tran Sy Thanh signed a directive to deploy the campaign "45 days and nights to support digital transformation activities in communes and wards in the initial phase of operating the two-level local government model".

According to the Directive, starting from July 24, 126 communes and wards in the area of implementing the two-level local government model will be reviewed and their apparatus will be improved, especially ensuring that 100% of the People's Committees at the commune and ward levels have civil servants and public employees with sufficient expertise in information technology and digital transformation.

For places that have not yet arranged IT human resources, localities are allowed to sign contracts to hire direct support personnel at the facility to implement digital transformation tasks.

Ensure that 100% of communes and wards have a force ready to support officials, civil servants and people in the process of implementing administrative procedures and using online public services at the commune level. In particular, review and complete villages and residential groups as a basis for establishing and completing community digital transformation teams in new communes and wards after the rearrangement.

The city requires localities to mobilize human resources in information technology and telecommunications to participate in the campaign to support 126 communes and wards in deploying information technology applications and digital transformation in the initial phase of operating the two-level local government model, ensuring that each commune and ward is assigned at least 2 support personnel.
