The person who was awarded the title was Mr. Tran Tuyen, born in 1838, died in 1906 (Can Loc - Ha Tinh ). This is the second title of King Ham Nghi discovered in the province to date.

According to information from the Ha Tinh Province Historical Science Association, during the process of surveying and researching cultural heritages in Can Loc district, the association's officials discovered a precious royal decree of King Ham Nghi for Mr. Tran Tuyen in Tan My village, Trung Loc commune.
Mr. Tran Tuyen once held the position of Ngu Truong, Doi Quan, and Ve Chan Vu in Ha Tinh province and was the one who directly went to Tan So citadel ( Quang Tri province) to escort King Ham Nghi and his entourage to Son Phong (Phu Gia commune, Huong Khe district, Ha Tinh) safely and thoughtfully. He was appointed to the position of Thap Truong.
The royal decree for Mr. Tran Tuyen was issued on October 6, the first year of Ham Nghi (1885), after King Ham Nghi went to Ha Tinh and issued the second Can Vuong Proclamation. The royal decree was made of wind paper, about 40cm wide and 45cm high, the writing and seal are still quite clear.
However, due to time, the royal decree was torn a little at the bottom. The royal decree is being kept and preserved at the Tran family temple in Tan My village, Trung Loc commune (Can Loc).

According to some documents of the Tran descendants, Mr. Tran Tuyen was from Kho Noi village, Nga Khe commune, Nga Khe canton, Can Loc district (now Tan My village, Trung Loc commune, Can Loc district). He was a well-educated person, holding many different positions. After hearing that King Ham Nghi issued the first Can Vuong Proclamation (July 13, 1885), he responded and participated in the Can Vuong movement against the French from the beginning. He quickly established the Tra Son army, actively trained and operated in the midlands of Can Loc district...
After King Ham Nghi was captured and exiled by the French colonialists, Mr. Tran Tuyen still actively participated in the Can Vuong uprising. He held the position of Secretary under King Dong Khanh, and was considered a diligent, careful person, quite good at bookkeeping... At the end of 1895, leader Phan Dinh Phung died, Mr. Tran Tuyen returned to his hometown to live. He had helped and protected many people from being persecuted by the feudal colonialists after the Can Vuong movement declined...
Previously, in Phu Gia commune, Huong Khe district, Ham Nghi's decree for the god of Tram Lam temple was also discovered.
