Publicly announce the results of the settlement for people to monitor.
On August 27, the Provincial People's Committee organized a dialogue with households with complaints in the province. Here, Mr. Nguyen Van Hoa, in Ho Dac Kien commune, Chau Thanh district, Soc Trang province, complained to the Hau Giang Provincial People's Committee, requesting to add the number of fruit trees in accordance with reality, because his land was affected by the Provincial Road 927 project, from Cay Duong town to Nga Bay city.
According to Mr. Hoa, during the project implementation, his family agreed and supported the project for the common good. However, when the authorities conducted the inventory and the actual compensation, there was a big difference, especially since his family intercropped many valuable fruit trees such as jackfruit and durian. From there, he requested a reconsideration.
At the dialogue with Mr. Hoa, the leaders of the Provincial People's Committee agreed that the compensation and support process must ensure the most benefit for the people based on the provisions of the law. Therefore, if the counting and pricing are not correct and sufficient, Nga Bay City needs to re-examine and verify; if the actual number of fruit trees is still lacking, as the people have reported, then continue to approve additional compensation, so as not to harm the people's rights.
Previously, the Provincial People's Committee also held a dialogue with the household of Ms. Nguyen Thi Diem Huong, residing in Phu Nhon Hamlet, Dong Phu Commune, who complained and requested to be allocated land for resettlement due to the impact of the Song Hau Industrial Park project. This household said that when the project was implemented, her family's house was cleared, but they were not resettled, while some similar households were. However, the locality affirmed that Ms. Huong's household is not currently living on the cleared house, so they are not eligible for resettlement.
After a discussion and listening to the opinions of all parties, the Chairman of the Provincial People's Committee requested that the locality should hold a meeting with the people to clearly determine whether the above household actually lives in the house that is being cleared or not. At the same time, verify the reflection of neighboring cases and clearly inform the households.
Reality over the years has shown that dialogues with citizens have had the full participation of representatives from departments, branches, and localities, and all citizens have the right to express their opinions. During the dialogue process, authorities at all levels and functional branches have proactively explained and analyzed policies and laws for people to understand. Thereby, the people's right to mastery has always been strictly guaranteed in all meetings and dialogues.
Mr. Dong Van Thanh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, reminded localities that in the process of resolving a case, if mediation and dialogue with the people have not yet been conducted, they should organize mediation and dialogue. For complicated and prolonged cases, the final resolution results must be made public to the community for people to monitor.

In recent years, Hau Giang's socio -economic development has made great strides. The province has invested in and implemented many key projects, such as the Can Tho - Ca Mau, Chau Doc - Can Tho - Soc Trang expressways, the Song Hau Industrial Park project, Tan Phu Thanh Industrial Park, Xa No canal embankment, Provincial Road 927, etc. Along with that is the work of land acquisition, compensation, and resettlement support on a large scale. In addition, land policies and laws, as well as compensation and support policies, have changed, and people are not yet knowledgeable about the law, which has indirectly given rise to complaints and denunciations.
In that situation, to concretize the spirit of Directive No. 35 of the Politburo and the direction of the Provincial Party Committee, Party committees at all levels, authorities, departments, branches, especially leaders always consider meeting, receiving people, and resolving people's complaints as one of the key and regular tasks, a practical solution to strengthen the relationship and consolidate people's trust in the Party and State.
Mr. Nghiem Xuan Thanh, member of the Party Central Committee, Secretary of the Provincial Party Committee, assessed that after 10 years of implementing Directive No. 35, the province's work of receiving people and handling complaints and denunciations has been improved. This is reflected in the reduction of people's petitions and complaints and the rate of settlement by competent authorities increasing every year. Agencies and organizations have focused on resolving complaints, denunciations, reflections and recommendations within their authority, especially thoroughly resolving many arising cases.
In addition, the organization of dialogue with complainants ensures publicity, democracy, and full reflection of the details and nature of the case to serve as a basis for resolving it objectively and in accordance with legal regulations. In many cases, through dialogue, the complaint is voluntarily withdrawn.
Besides the positive aspects, it must be admitted that the leaders of some units and localities have not paid due attention to the work of receiving citizens and resolving complaints; inspection and supervision work has not been carried out regularly in some places; the settlement is sometimes slow; the order, procedures and time for settlement in some cases are still incorrect and not in accordance with regulations.
To contribute to overcoming the above shortcomings and limitations, Mr. Nghiem Xuan Thanh requested that Party committees at all levels, departments, branches and local authorities need to strengthen propaganda and widely disseminate to all classes of people the provisions of the law on complaints and denunciations; and effectively carry out citizen reception work according to Directive No. 35, Regulation No. 11 and the Law on Citizen Reception.
Thereby, focusing on reviewing, amending and supplementing mechanisms and policies under the authority of the Provincial People's Council and People's Committee; promoting administrative procedure reform, ensuring publicity and transparency in all areas, especially areas prone to complaints and denunciations, such as land management, compensation for site clearance, finance, basic construction, construction order management and non-state areas. At the same time, it is necessary to promote the role and responsibility of heads of Party committees and authorities at all levels in leading, directing and taking responsibility for the situation of complaints and denunciations and citizen reception work within the scope of their assigned areas and areas.
The Provincial Party Secretary suggested that in the process of receiving citizens, resolving complaints and denunciations, it is necessary to attach importance to mass mobilization, propaganda, mobilization, grassroots mediation work, listen to and promptly resolve the recommendations, thoughts, and legitimate aspirations of the people, and urgent and prominent issues of concern to the people; promote the role of mass organizations in agencies and units, the role of lawyers, legal aid... to improve the effectiveness of receiving citizens, resolving complaints and denunciations and people's legal awareness, not allowing "hot spots" to arise that affect the security and order situation.
According to the Provincial Party Committee, after 10 years of implementing Directive No. 35, dated May 26, 2014 of the Politburo on strengthening the Party's leadership in citizen reception and complaint and denunciation settlement, the heads of Party committees at all levels in the province have received citizens for 9,122 days, with 1,489 citizens; Chairmen of People's Committees at all levels, heads of agencies and units have periodically and suddenly received 30,497/10,592 citizens. Up to now, the whole province has 9 citizen reception offices (1 provincial office, 8 district offices), in particular, commune-level units arrange places to receive citizens right at their offices; facilities and equipment serving citizen reception work in the province are basically fully equipped, creating favorable conditions for citizen reception work and for people to contact. |
