Mr. Quach The Tan, Chairman of the Provincial Retirement Club, said: The members of the Club are retired cadres, many of whom were former leaders of the province, departments, branches, and localities. Although they have retired, retired cadres always have prestige, a weighty voice in residential areas, and are a spiritual support for their children and grandchildren. The majority of retired cadres are core party members of residential area party cells. Each member of the Club is also a propagandist. Therefore, we maintain a monthly current affairs talk to inform members about current affairs and politics at home and abroad. In addition to listening to the discs of the Thang Long Club (Hanoi), we also prepare content ourselves or invite leaders of departments and branches to give talks on specific topics. With their knowledge and prestige, after receiving official information, members are effective TTVs and word-of-mouth propagandists to relatives, families, and people.

Reality shows that, in the context of strong development of information technology, artificial intelligence, information digitization, social networks are gradually becoming familiar, bringing many conveniences as well as posing many challenges to the ideological work of the Party, the work of propaganda still holds a particularly important and irreplaceable position and role. In propaganda work, reporters (BCV) and TTV are the bridge, the person who conveys and disseminates the Party's viewpoints and guidelines, the State's policies and laws, orients the ideology of cadres, party members and people of all walks of life, criticizes the wrong viewpoints of hostile forces, protects the Party's ideological foundation, and contributes to bringing the Party's resolutions into life.
Therefore, the province always pays attention to building and consolidating the core team of grassroots Party Committees. Currently, the core team of grassroots Party Committees is tightly organized, ensuring the structure in departments, branches, sectors, the Fatherland Front and socio-political organizations of the province and the Party Committees directly under the Provincial Party Committee. Of which, the Central Committee of the province has 4 comrades, the provincial level has 50 comrades, the district level and equivalent has 401 comrades. The Propaganda Department of the district Party Committees has advised the district Party Committees on the establishment, consolidation and development of the operating regulations of the core team of grassroots Party Committees. The whole province has 7,095 core team of grassroots Party Committees, operating under the direction and guidance of the Propaganda Department of the district Party Committees and the City Party Committees. This is a powerful, direct, timely and effective propaganda force, actively contributing to the implementation of the core team of grassroots Party Committees, bringing the Party and State's guidelines and policies to Party members and the people.
In the first 6 months of 2023, the Provincial Party Committee's Propaganda Department proactively coordinated with relevant agencies to organize 2 provincial-level propaganda conferences, edited propaganda documents with 14 topics to provide for the provincial-level propaganda team to refer to, serving the propaganda work at the grassroots level. The district-level and equivalent Propaganda Departments focused on advising, directing, and promptly guiding propaganda work at localities and units; closely coordinated with agencies, departments, branches, unions, and localities to develop plans, organize periodic propaganda conferences, combine organizing conferences in direct and online forms, and integrate propaganda at conferences at the commune, ward, and town levels. Many Party Committees proactively invited the Central Propaganda Department, Military Region III, and the Naval Technical Institute to convey resolutions, give talks, and provide information on current events, politics, and socio-economic situations at home and abroad; propagandizing the sea and islands... for cadres, party members in localities, bases and teachers, students of high schools in the province (Lac Thuy, Yen Thuy, Luong Son, Tan Lac, Hoa Binh city). As a result, in the first 6 months of the year, the BCV team at all levels organized 973 conferences, with over 37,404 cadres, party members and people attending.
Some district and city party committees organize training courses on basic skills and expertise for core grassroots propaganda teams. The content focuses on exchanging information on methods and skills of propaganda, grasping people's thoughts, feelings and ideological orientation, providing information suitable for the subjects in a specific space and time, both in-depth and related to the actual situation and specific tasks of the locality.
