Promoting the strength of overseas Vietnamese, joining hands to build a prosperous country

The Vietnamese community abroad currently has more than 6 million people, living in more than 130 countries and territories. This is an especially valuable resource, a very important component of the great national unity bloc.

The Party and State always respect and listen to the enthusiastic contributions of overseas Vietnamese - especially intellectuals, experts and businessmen - who have modern knowledge, international experience and deep patriotism, and are important resources contributing to the cause of national construction and development, deep and sustainable integration.

According to Professor-Doctor of Science Nguyen Xuan Thinh at TU Dortmund University, Acting President of the Federation of Vietnamese Associations in the Federal Republic of Germany, President of VGI, the early publication of the draft documents of the Congress has created conditions for overseas Vietnamese, especially intellectuals at home and abroad, to have the opportunity to research, exchange and contribute constructive comments.

Professor-Doctor Nguyen Xuan Thinh affirmed that this not only demonstrates the spirit of openness, transparency and democracy in consulting people's opinions, but also affirms the Party's deep concern for the intelligence and contributions of the Vietnamese community everywhere, while contributing to improving the quality and feasibility of policies and guidelines for national development in the coming period.

The participation of the Vietnamese community abroad, from intellectual experts, businessmen to young generations of students, in the feedback period also reflects the enthusiasm and desire to contribute of people living far away to the development of their homeland and country.

Meanwhile, Mr. Pham Khanh Nam, Editor-in-Chief of Huong Viet Magazine in Germany, affirmed that the spirit of "taking the people as the root" expressed throughout the draft documents of the 14th National Congress is the motto to strengthen trust and arouse the spirit of blood ties between overseas Vietnamese and the Fatherland.

Talking about the role of overseas Vietnamese in the great national unity bloc, Dr. Phan Bich Thien, member of the Central Committee of the Vietnam Fatherland Front , President of the Vietnamese Women's Forum in Europe, affirmed that it is necessary to identify this as an important strategic resource in national integration and development.

Sharing the same view, Mr. Gary Thanh Nguyen, President of the DMV Business and Patriots Club (including the Washington DC area of ​​the US and two neighboring states) expressed his belief that if we know how to gather and promote the strength of the patriotic overseas Vietnamese community, this will be a strategic resource contributing to the goal of building a strong, prosperous, humane and sustainably developed Vietnam - in line with the spirit that the 14th National Party Congress is aiming for.

Referring to the fact that the 13th National Congress identified people-to-people diplomacy as an important pillar of Vietnam's foreign affairs, along with Party foreign affairs and State diplomacy , Vietnamese experts and intellectuals said that this is an area that can promote the connecting power of the Vietnamese community abroad, the ambassadors bringing Vietnamese culture to the world.

This will make an important contribution to promoting foreign affairs and international integration, which the 14th Congress Document identifies as an important and regular task, closely linked to national defense, security, economic and cultural development.

To promote this potential, Mr. Pham Khanh Nam proposed building a flexible coordination mechanism between diplomatic representative agencies and overseas Vietnamese associations, in order to effectively implement people's diplomacy, culture, education and economy programs.

He suggested developing a network of “People’s Ambassadors” in the global Vietnamese community, so that every Vietnamese person abroad can become a trusted bridge and close friend of Vietnam in the international arena, thereby promoting the image of Vietnam as an integrated, humane and innovative country, through exchange activities, cultural-economic forums, scientific exhibitions and educational cooperation.

Sharing the same opinion, Dr. Nguyen Hong Son - Chairman of the Union of Vietnamese Associations in Japan proposed a mechanism to recognize and encourage the role of overseas Vietnamese in people-to-people diplomacy, such as inviting them to participate in international forums and conferences, or representing Vietnam in multilateral events.

Dr. Nguyen Hong Son emphasized that when each Vietnamese person in Japan becomes a “cultural ambassador” and “knowledge partner,” the community will actively contribute to the country’s comprehensive integration process.

In the context of the draft documents of the 14th National Congress identifying science and technology, innovation and digital transformation as the central driving force for rapid and sustainable development, the team of overseas Vietnamese intellectuals, entrepreneurs and experts have outstanding strengths in fields such as renewable energy, medicine, finance, education and digital technology.

To promote the role of the overseas Vietnamese community as a global strategic resource, contributions suggested that there should be platforms connecting Vietnamese intellectuals with each other, and with national programs on innovation, digital transformation and sustainable development.

Dr. Phan Bich Thien proposed considering knowledge and the global Vietnamese network as an important driving force to raise the country's status; Building an ecosystem connecting overseas Vietnamese in strategic sectors: science-technology, innovation, digital transformation, environment, healthcare, education, non-traditional defense-security.

According to the Doctor, it is necessary to innovate the way of mobilizing overseas Vietnamese, not only towards the homeland and country but also towards accompanying and creating common values, as co-creators of Vietnam's future.

Mr. Pham Khanh Nam - Editor-in-Chief of Huong Viet Magazine proposed to form a regular connection mechanism between the network of Vietnamese intellectuals abroad and ministries, branches and localities in the country, to share experiences, provide policy advice and cooperate in research and technology transfer.

Having policies to encourage overseas Vietnamese to invest in their homeland is also one of the opinions that many intellectuals and experts agree with, emphasizing the creation of a favorable environment with supportive incentives.

That is to build a fund or special program to support overseas Vietnamese to invest and start creative businesses in Vietnam, including preferential procedures, intellectual property protection, green technology transfer and clean energy.

Experts also believe that the model of "overseas intellectuals returning home on short-term projects" should be encouraged, helping to take advantage of global brainpower while still being suitable for the flexible working conditions of international experts.

Dr. Pham Thi Thanh Loan - General Director of Viet-Viet Quang Dong Tourism and Trade Services Limited Company affirmed that overseas Vietnamese are willing to bring back knowledge, technology and modern management experience, but that requires a truly "open door" mechanism from within the country, creating favorable conditions for start-up activities, innovation and knowledge transfer.

According to her, overseas Vietnamese participating more substantially, not only in economic projects but also in forums to contribute ideas to policy making and educational, cultural and social development programs, will contribute to spreading the spirit of solidarity with the Fatherland.

The Vietnamese community abroad is an inseparable part of the nation, an important spiritual and intellectual driving force in the cause of prosperity and happiness of the country. This is both soft power and a bridge of friendship, cooperation and knowledge transfer between Vietnam and the world.

Promoting the strength of overseas Vietnamese is to realize the three major orientations of the draft documents of the 14th National Congress: Arousing the aspiration for prosperous and happy development so that every Vietnamese, wherever they are, can be proud of and contribute to the Fatherland; Building a clean and strong Party and political system, associated with great national unity, including more than 6 million overseas Vietnamese; Innovating, creating, and comprehensively and deeply integrating internationally, with overseas Vietnamese being an important bridge between Vietnam and the world./.
