Promoting credit policies to support Nghe An to break through and grow

In May, visiting Kim Lien commune, Nam Dan district is even more meaningful in the fragrant lotus scent, the lotus scent along the way following the footsteps of tourists. In the past, lotus with people and with the village has molded the most beautiful son of Vietnam - President Ho Chi Minh "charted the path for the nation to follow" to the era of independence, associated with Socialism.

Today, lotus nourishes the soul, reminds the people of Uncle Ho's hometown to be better, to be more revolutionary, to overcome the difficulties of the central land "lacking rain and having plenty of sunshine", to develop the economy along with the support of policy credit capital to enter the civilized, modern world, standing shoulder to shoulder with the world powers that Uncle Ho had intended.

Policy capital to create brand

Along with many other local specialties, the brand of veal ham products of Mr. Le Hai Quan's family in Sen 1 hamlet is not only famous throughout Kim Lien commune. Currently, his family's products are present in many provinces and cities across the country, creating jobs for more than a dozen workers with stable income.

But few people know that the foundation for his family's current status comes from 100 million VND borrowed from the near-poor household program of the Nam Dan District Social Policy Bank to start the production facility.

From the loan to create jobs, his family had the resources to invest in machinery and equipment to build a production facility for veal ham under the brand name Quan Beo veal ham. “Thanks to the bank's capital, my family has the conditions to cover the difficult life and has money to continue investing in expansion according to modern trends,” said Mr. Quan.

In the same situation as Mr. Quan, Mr. Tran Van Tra's family in Van Hoi hamlet is currently borrowing 100 million VND from the job creation program. However, the industry he chose is pig farming. Along with the application of correct farming techniques, Mr. Tra's pig farm now has more than 800 pigs, creating a stable income for the household. The large-scale farming model still ensures environmental hygiene, the clean water supply system for bathing, raising animals and the livestock wastewater treatment system are built to meet standards, without affecting the living environment of local people.

The persistent efforts of each Kim Lien resident like Mr. Quan and Mr. Tra have created an increasingly developing economic picture. The total outstanding balance of credit programs to date has reached 42 billion VND with 9 credit programs being implemented in the area.

Through policy capital, it has contributed to reducing the poverty rate of the commune in the period of 2020 - 2025 from 4.1% to 0.55%; 905 poor households, near-poor households and other policy beneficiaries have received loans to invest in production and business development, serving social security.

Aspiration to rise

Quan Beo veal ham production facility creates stable income

From a poor village, Kim Lien has risen to innovate every day and was awarded the title of "Hero of the People's Armed Forces" by the State in 1997, and a Cultural Commune in 2006. In 2014, Kim Lien was recognized by Nghe An province as a commune that met the New Rural standards. Notably, in 2023, Kim Lien achieved the Model New Rural standard and is on the journey to compete to build and improve the Model New Rural criteria.

As if the lotus flowers were quietly blooming and fragrant in the pond, not only in Kim Lien, the people of Nghe An, Uncle Ho's hometown, are surpassing themselves every day and every hour in the journey of economic development and improving their lives.

Towards the 135th anniversary of President Ho Chi Minh's birthday (May 19, 1890 - May 19, 2025), during a visit and working session with the Standing Committee of Nghe An Provincial Party Committee on the situation and results of the implementation of the Resolution of the 13th National Party Congress, the Resolution of the 19th Nghe An Provincial Party Congress and a number of key tasks in 2025, General Secretary To Lam emphasized: Nghe An is a land rich in patriotic and revolutionary traditions, the birthplace of many heroes, celebrities, generals, patriots, talented businessmen, typically President Ho Chi Minh - the great leader of our Party and people, national liberation hero, and many loyal revolutionary soldiers.

Nghe An is also the homeland of the Nghe Tinh Soviet movement of 1930-1931, the earliest symbol of the worker-peasant government in the history of the Vietnamese revolution. It is from this “deep-rooted, strong-rooted” tradition that is the solid spiritual support, the precious endogenous resource that nurtures the mettle, spirit and aspiration to rise of the land and people of Nghe An.

This spirit has been fostered by the effective deployment of policy capital over the past years. In particular, to revive a poor land with a large area and administrative unit, difficult transportation, and a high rate of poor households, near-poor households and other policy beneficiaries.

Over the past years, the Nghe An branch of the Social Policy Bank has actively and effectively advised local Party committees, authorities and Board of Directors at all levels to effectively implement Directive No. 40-CT/TW, Conclusion No. 06-KL/TW on strengthening the Party's leadership over policy credit and recently Directive No. 39-CT/TW. In particular, focusing on local resources to entrust loans to policy beneficiaries through the Social Policy Bank.

By April 30, 2025, the total capital implemented at the branch reached VND 14,071 billion, of which the entrusted capital from the local budget reached VND 536 billion, accounting for 3.81% of the total capital. At the same time, the Nghe An Provincial Social Policy Bank branch continues to advise the People's Committees at all levels to supplement capital from the local budget through the Social Policy Bank according to Decision No. 3005/QD-UBND dated September 21, 2023 of the Provincial People's Committee promulgating the policy credit investment project for poor households and other policy beneficiaries for the period 2023-2025; advise the Board of Directors at all levels to direct the effective implementation of policy credit programs; implement interest rate support according to Decree No. 36/2022/ND-CP of the Government.

This is the foundation for the branch to expand credit to support the poor and policy beneficiaries in 100% of communes and wards in the province with a total outstanding loan balance of VND 14,053 billion for many policy credit programs.

In addition, the Nghe An branch of the Social Policy Bank continues to promote the application of digital banking, in order to improve customer experience, providing mobile banking services to customers with increasingly diverse utilities. Credit quality is not only growth figures but also verified through the synthesis of inspection and comparison results of associations and organizations at all levels with the conclusion that loans are disbursed to the right subjects, 100% of borrowers receive loans and use the capital for the right purpose and effectively.

However, in order for social policy credit to continue to be a pillar of economic development, ensuring social security, promoting Nghe An to move faster, catch up with the whole country in the era of national development, Director of the Social Policy Bank branch in Nghe An province Tran Khac Hung said: Capital to support the poor and policy beneficiaries is still a challenge for the province. By the end of the first quarter of 2025, most branches of the Social Policy Bank in provinces and cities across the country had completed the plan to increase local budget capital for the whole year, however, the Nghe An branch only achieved a rate of 54.3%.

Therefore, in order to increase the resilience in the journey to promote local economic development, according to Director Tran Khac Hung, the unit will continue to advise the Provincial People's Committee and the People's Committees of districts that have not completed the transfer of local entrusted capital to continue to complete the assigned targets in the second quarter of 2025. Continue to advise the Provincial People's Committee to balance the transfer of sufficient provincial budget capital to complete the objectives of the project "Investing in policy credit for poor households, near-poor households and other policy subjects in Nghe An province, period 2023-2025"; balance and arrange local budget capital in 2025 entrusted through the Social Policy Bank to provide loans to buy, hire-purchase social housing, housing for armed forces, housing for workers under the direction of the Provincial People's Committee.

Proactively advise the Provincial People's Committee to arrange the budget entrusted through the Social Policy Bank in the medium-term public investment capital plan for the period 2026 - 2030 of the Provincial People's Committee, ensuring that the local budget source reaches at least 15% of the total capital source of the Social Policy Bank according to Directive No. 39-CT/TW dated October 30, 2024.

The branch will also proactively coordinate with local authorities at all levels and entrusted socio-political organizations and related units to effectively implement preferential credit policies in the area, disburse capital in a timely manner; closely monitor capital sources to ensure loans to the right subjects, use capital for the right purposes, promote efficiency, and contribute to supporting Nghe An to take advantage of the historic opportunity when the Politburo issued Resolution No. 39-NQ/TW, and was granted a special mechanism to not only "strive to become a well-off province" as Uncle Ho once instructed, but further, to become a modern development model of the Central region in the new era.
