This decision opens a new stage in the history of the nation's revolutionary struggle under the leadership of the Party; at the same time affirms the position and strategic role of the armed forces in the Red River Delta region, the political , economic and cultural center of the country.
Immediately after its establishment, the armed forces of Military Region 3 quickly built up their organization, unified their command, consolidated their political-military system, and firmly protected the young revolutionary government in the localities. During the resistance war against French colonialism, the army and people of Military Region 3 fought tens of thousands of large and small battles, marking resounding victories such as: Nguyen Xa ( Thai Binh ), Lien Minh (Nam Dinh), Hung Thang (Hai Phong), "Thunder Road 5", "Fiery Cat Bi", "Uprising Road 10", contributing with the army and people of the whole country to create the Dien Bien Phu Victory "famous in five continents, shaking the earth".
During the resistance war against the US to save the country, the army and people of Military Region 3 both produced and fought, providing manpower and resources to the southern region. The movements "Sea Waves", "Ba Nhat Flag", especially the movement "Not a single kilogram of rice is missing, not a single soldier is missing" in Thai Binh spread widely, encouraging the emulation spirit of the army and people of the north. Military Region 3 provided tens of thousands of cadres and soldiers to the battlefields; organized three-armed air defense to defeat the air raids of the US imperialists, contributing to the victory of "Dien Bien Phu in the air" in 1972, creating the premise for the Great Spring Victory in 1975, liberating the south and unifying the country.
After the country's reunification, in the battles to protect the Fatherland's borders and fulfill the noble international duty, the armed forces of the Military Region promptly provided human and material support, fought bravely, contributing to firmly protecting independence, sovereignty and territorial integrity; building special friendship and solidarity with neighboring countries. In the resistance wars and wars to protect the Fatherland, the army and people of Military Region 3 had more than 231,000 martyrs, 144,000 wounded soldiers, 71,000 sick soldiers and more than 20,000 Vietnamese Heroic Mothers, who are sacred evidence for the tradition of "Solidarity, initiative, creativity, sacrifice, victory" of the armed forces of Military Region 3.
Entering the period of innovation, the Party Committee and the Military Region Command focused on improving the leadership capacity and fighting strength of Party organizations; building a contingent of cadres and Party members with strong political will, pure moral qualities, scientific and democratic working methods and styles, close to the grassroots; organizing a "lean, compact, strong" force; harmoniously combining organizational arrangement with ideological consolidation and internal stability.
The Party Committee and the Command have comprehensively innovated political and ideological education work, associated with studying and following Ho Chi Minh's ideology, morality and lifestyle. The Emulation Movement for Victory and major campaigns in the army have been deployed synchronously and creatively, creating a strong driving force to successfully complete all tasks.
The Party Committee and the Military Region Command focused on leading the improvement of the quality of training and exercises according to the motto "Basic, practical, solid". The defense area exercises, command-staff exercises, and defense exercises of the Military Region all achieved excellent results, highly appreciated by the Ministry of National Defense. The work of combat readiness, protection of sovereignty, border security, sea and island, natural disaster prevention, search and rescue has always been maintained seriously and effectively.
Over the past 5 years, the Military Region has mobilized more than 200,000 officers, soldiers and thousands of vehicles to participate in rescue operations, overcoming nearly 700 natural disasters and incidents; contributed more than 1.1 million working days, renovated and repaired thousands of kilometers of roads, hundreds of civil works, built and repaired more than 700 cultural houses and schools, supported the construction of 566 comrade houses and solidarity houses worth more than 37 billion VND; visited and presented gifts to more than 42,000 policy families and meritorious people, examined and provided free medicine to more than 60,000 people with tens of billions of VND. These specific and meaningful actions have affirmed the noble qualities of "Uncle Ho's soldiers" in the new period, firmly consolidating the "people's hearts" in the country's strategic areas.
Over 80 years of construction, fighting and growth, the armed forces of Military Region 3 have been awarded by the Party and State with 2 Gold Star Orders, 2 Ho Chi Minh Orders, 1 First Class Military Exploit Order, 5 Independence Orders, 2 First Class Fatherland Protection Orders; hundreds of collectives and individuals have been awarded or posthumously awarded the title of Hero of the People's Armed Forces...
In the context of the unpredictable changes in the world and region, the Party Committee and the Military Region Command have determined the major orientations in the coming time as follows: Focus on building a comprehensively strong "exemplary and exemplary" armed force of the Military Region, taking political strength as the foundation; "lean, compact, strong" in organization, modern in operation methods; closely attached to the people; focus on implementing well a number of basic policies and solutions:
Firstly , strengthen the absolute and direct leadership of the Party in all aspects; build a clean and strong exemplary Military Region Party Committee; improve the leadership capacity and fighting strength of Party organizations, and link Party organization building with building a contingent of truly exemplary, pioneering and model cadres and Party members.
Second , continue to adjust the force organization in the direction of "refined, compact, strong" in accordance with the characteristics of the locality and tasks; promote the application of science and technology, digital transformation; improve overall quality and combat strength, avoid being passive and surprised.
Third , build a solid national defense posture associated with a solid people's security posture; build a comprehensively strong provincial and municipal defense zone; closely combine socio-economic development with strengthening national defense and security potential.
Fourth , promote the core role of the armed forces in mass mobilization work, build "people's hearts and minds"; care for the lives and policies of officers and soldiers; do a good job of military rear work, and strengthen the close relationship between the army and the people.
Fifth , constantly innovate and improve the quality of political and ideological education; build steadfast and firm political will for cadres and soldiers; proactively fight against erroneous and hostile viewpoints, and protect the Party's ideological foundation.
Promoting the tradition of "Solidarity, initiative, creativity, sacrifice, victory", under the leadership and direction of the Central Military Commission and the Ministry of National Defense, the attention and support of local Party committees, authorities and people, the armed forces of Military Region 3 are determined to join the entire Party, people and army in successfully carrying out the cause of building and firmly defending the socialist Fatherland of Vietnam, making a worthy contribution to the great revolutionary cause of the Party and the nation in the new period.
