Promoting the core and pillar role of the Industry and Trade sector in the country's economic development

Deputy Prime Minister Bui Thanh Son believes and expects that the Party Committee of the Ministry of Industry and Trade for the 2025-2030 term will continue to join hands, be unanimous, and strive to build a comprehensively strong industry and trade sector, contributing to the successful implementation of the country's development goals by 2030.

On the morning of July 16, Member of the Party Central Committee, Member of the Standing Committee of the Government Party Committee, Deputy Prime Minister Bui Thanh Son attended and delivered a speech directing the 1st Congress of the Party Committee of the Ministry of Industry and Trade for the 2025-2030 term.

On July 15 and 16, in Hanoi , the Party Committee of the Ministry of Industry and Trade held its 1st Congress of Delegates for the 2025-2030 term.

Also attending the Congress were comrade Pham Tat Thang, member of the Party Central Committee, Deputy Head of the Central Propaganda and Mass Mobilization Commission; comrade Tran Hong Viet, Deputy Chief of Office of the Central Propaganda and Mass Mobilization Commission... and representatives of leaders of central departments, ministries, branches, and mass organizations; leaders of ministries through the periods; corporations and general companies.

On the side of the Party Committee of the Ministry of Industry and Trade, there were Central Party Committee member, Party Committee Secretary, Minister of Industry and Trade Nguyen Hong Dien and members of the Standing Committee, Executive Committee members... along with 250 delegates, representing 2,671 party members of 38 party organizations under the Party Committee of the Ministry of Industry and Trade.

Strategic breakthrough determined for a strong country

With the theme " Innovating organizational activities, improving leadership capacity, building a clean and strong Party organization; promoting the core and pillar role of the Industry and Trade sector in the country's economic development; firmly entering the new era", the Congress has the task of summarizing, objectively and comprehensively evaluating the results of leadership and direction in implementing the Resolution of the Party Congress of the Ministry of Industry and Trade for the 2020-2025 term; drawing lessons and deciding on directions, goals, tasks and breakthrough solutions to lead and direct the Industry and Trade sector to continue to develop sustainably in the next 5 years; at the same time, discussing and contributing opinions to the draft documents of the Government Party Congress for the 2025-2030 term and the 14th National Congress of the Party.

The political report at the Congress stated: In the 2020-2025 term, in the context of many major fluctuations in the world and regional economic situation, the Party Committee of the Ministry of Industry and Trade has promoted the spirit of solidarity, steadfast political will, high responsibility before the Party and people, leading and directing the entire Industry to successfully implement the Resolution of the Party Congress of the previous term.

The entire Party Committee has made efforts to fulfill its role as a political core, closely following the leadership and direction of the Politburo, the Secretariat, and the Government Party Committee to synchronously deploy state management tasks in key areas of the Industry; leading the Industry and Trade sector to successfully complete its goals and plans, making practical and important contributions to the country's macroeconomic growth targets.

The achievements of the whole industry in the past term were also stated and emphasized by Central Party Committee member, Party Secretary, Minister of Industry and Trade Nguyen Hong Dien in his opening speech at the Congress.

In the 2025-2030 term, the Party Committee of the Ministry of Industry and Trade clearly identifies the direction of operation as continuing to improve the quality of comprehensive Party building work, creating clear changes, building a clean and strong Party Committee of the Ministry of Industry and Trade. Leading the successful implementation of industry development goals, contributing to building a strong and prosperous country.

To realize the above direction, the Industry and Trade sector has established 7 key tasks and 6 strategic breakthroughs to contribute to building a strong and prosperous country.

7 key tasks

Firstly , building a strong and comprehensive Party organization, playing the role of a core of solidarity, being exemplary, and having the capacity to lead and carry out political tasks in the political system.

Second, perfecting the organizational structure, streamlining and clarifying functions and tasks, ensuring effectiveness and efficiency in leadership and management; improving the quality of strategic advice, contributing to perfecting development institutions in the context of integration and digital transformation.

Third, perfecting institutions and policies for industry development and unleashing resources.

Fourth, prioritize building a unified and synchronous legal system on industry from the central to local levels and in key sectors and fields.

Fifth, develop high-quality human resources, promote science and technology, innovation, increase domestic added value in industrial production and import and export goods, develop modern and competitive industrial, energy and commercial infrastructure.

Sixth, continue to promote international economic integration, diversify export markets, upgrade and sign new FTAs, and expand international cooperation in industry, trade, and energy.

Seventh, promote the development of the private economy and state-owned enterprises towards sustainability and global competitiveness; support enterprises to participate deeply in the value chain, forming large corporations in the fields of industry, export, energy, distribution, and logistics.

6 strategic breakthroughs

Firstly, a breakthrough in perfecting institutions, policies and laws in a synchronous and modern manner for the industrial and commercial sectors, creating a foundation to liberate all resources for industry development.

Second, breakthroughs in developing high-quality human resources, applying science and technology, innovation, building modern energy, industrial and commercial infrastructure, increasing added value and industry productivity.

Third, make a breakthrough in strongly developing the business sector, prioritizing the formation of private and state-owned corporations with global competitiveness, mastering regional and international value chains.

Fourth, make a breakthrough in innovating the Party's leadership methods, associated with comprehensive digital transformation in Party work, gradually building a modern, flexible Party organization model that adapts to the digital age.

Fifth, make a breakthrough in personnel work, focusing on building a team of Party committees and successors with mettle, qualities, capacity, and aspiration to contribute; encourage cadres to dare to think, dare to do, and dare to take responsibility.

Sixth, make a breakthrough in administrative reform within the Party, streamline the organization, clearly define functions and tasks, improve coordination and management efficiency; promote decentralization associated with power control and smart, interconnected working processes.

At the Congress, delegates enthusiastically discussed and contributed to the Political Report, the Report reviewing the leadership of the Party Executive Committee for the 2020-2025 term; the Report synthesizing comments on the draft documents submitted to the 14th National Congress of the Party and the 1st Congress of the Government Party Committee for the 2025-2030 term.

The Ministry of Industry and Trade has strived "more than 100% of its strength"

Speaking at the Congress, on behalf of the Government Party Committee, member of the Party Central Committee, member of the Standing Committee of the Government Party Committee, Deputy Prime Minister Bui Thanh Son highly appreciated the preparation and organization of the Congress and said that the preparation of the Party Committee of the Ministry of Industry and Trade demonstrated a spirit of innovation and action, demonstrating great determination, high responsibility, and enthusiasm of all cadres and party members in the Party Committee.

Deputy Prime Minister Bui Thanh Son acknowledged that during the 2020-2025 term, under the close direction of the Party Committee of the Ministry of Industry and Trade, the industry and trade sector has worked together, been proactive, creative, and made breakthroughs to comprehensively contribute to the results of socio-economic development.

Specifically: Breakthrough in policy making with a series of Laws, Decrees, Circulars being amended, supplemented, and newly issued, especially in the fields of energy and industry; Marks in implementing planning and developing the national power and energy grid have achieved many achievements and remarkable progress.

Notably, the "miracle" of the 500 kV line 3 was completed with many "records" in terms of construction time, workload, resource mobilization, and problem solving; restarting the Nuclear Power Development Program and the Ninh Thuan Nuclear Power Project; removing difficulties for large renewable energy projects. The Oil and Gas industry exceeded the 1 million billion VND revenue threshold (in 2024); developing a chain of oil and gas and offshore wind power projects along with many key energy projects.

“The Ministry of Industry and Trade has strived with “more than 100% of its strength”, advising the Government to submit to the 15th National Assembly to pass the amended Electricity Law in just one session with a high approval rate (91.65%); separating the National Power System Dispatch Center from the Vietnam Electricity Group, helping to fundamentally innovate the operating mechanism of the national power system and electricity market” - the Deputy Prime Minister noted.

Proactively "go first and pave the way", creating a solid foundation for businesses

According to the Deputy Prime Minister, in the 2020-2025 period, the Ministry of Industry and Trade has proactively "taken the lead", closely coordinated with ministries and branches to research and create breakthroughs in opening up large potential markets in the Middle East, Africa, Southern Europe and the Halal market, with the successful negotiation and signing of the Vietnam-UAE Comprehensive Economic Partnership Agreement, bringing the total number of signed and implemented FTAs to 17, creating favorable space to expand and diversify export markets, attracting resources for development.

The domestic market continues to grow steadily at 9%, with the highlight being e-commerce surpassing the 25 billion USD mark in 2024, up 22% compared to 2023, accounting for 9% of total retail sales of goods and consumer services revenue and 2/3 of Vietnam's digital economic value. Industry has a strong recovery, growing spectacularly by 8.4%, of which the manufacturing and processing industry increases by nearly 10% in 2024, helping Vietnam affirm its position as a central link in regional production.

In particular, with the motto of "going steadily and steadily" in both professional work and Party building, the Party Committee of the Ministry of Industry and Trade has achieved many positive results in innovating the leadership methods of Party committees at all levels.

"The leading flag" on the economic front, a solid support for businesses

The world situation in the coming time will continue to develop complicatedly, containing both new opportunities and fortunes, along with challenges and difficulties. With a glorious 74-year history, Deputy Prime Minister Bui Thanh Son said that the Ministry of Industry and Trade and the Party Committee of the Ministry of Industry and Trade need to continue to maintain their role as the key state management agency for industry and trade, the "leading flag" on the economic front, a solid support for corporations, general companies, and enterprises; a reliable companion and positive inspiration for the business community (including private entrepreneurs and state-owned enterprises)... Therefore, the Industry and Trade sector needs to continue to promote its role as a strong force in the journey to bring the nation to strong and prosperous development.

The Deputy Prime Minister also suggested a number of key tasks for the industry and trade sector to make breakthroughs together with the country:

Firstly, strengthen leadership and comprehensive direction of political tasks in state management of the Industry, organize and well implement the Resolution of the 14th Party Congress (immediately after its approval); strive to successfully complete the goals, achieve and exceed the targets assigned by the National Assembly and the Government; at the same time, focus on well implementing the 4 key national plans of the Industry in the coming period.

Second, shaping a new vision in the new era, determined to innovate thinking, establishing a new economic identity based on knowledge, technology and innovation.

The Ministry of Industry and Trade needs to play a pioneering role in proactively exploiting new growth drivers, promoting industrialization and modernization associated with green transformation, digital transformation, and innovation. Accelerating industrial restructuring towards high technology, environmental friendliness, and developing platform industries.

Third , ensure national energy security and sustainable development of the energy market. Implement the 8th Power Plan well, promote the development of renewable energy (wind power, solar power, green hydrogen, etc.), ensure the balance between energy security and emission reduction targets. Restructure the transparent competitive electricity market, increase energy efficiency.

Fourth, develop modern, sustainable trade, associated with high-value exports, proactively adapting to major countries' policy adjustments on tariffs. Promote the export of processed and manufactured products with high added value, gradually reducing dependence on raw materials and processing.

Expand and diversify export markets by effectively utilizing FTAs, especially new generation FTAs, and promoting negotiations and signing of new FTAs. Develop cross-border e-commerce, logistics ecosystems and digital trade, in line with the general trend of the world and the region.

Fifth, protect the domestic market and improve the competitiveness of Vietnamese enterprises. Strongly develop the domestic market, promote the movement "Vietnamese people prioritize using Vietnamese goods". Improve the capacity to regulate the market, fight against smuggling, trade fraud, counterfeit goods, and poor quality goods.

Sixth , well implement international trade commitments and agreements in the spirit of Resolution 59 of the Politburo. Proactively participate in building new trade "rules of the game", protecting national interests in bilateral and multilateral trade negotiations.

Seventh, develop high-quality human resources and reform the institutions of the Industry and Trade sector.

Eighth, regarding Party building work, effectively implement the guiding viewpoint "Party building is the key", in which: Focus on building a clean and strong Party organization in all aspects of politics, ideology, ethics, organization, and cadres. Innovate and improve the quality and effectiveness of Party building work in terms of politics, attach importance to Party building in terms of ideology, and focus on Party building in terms of ethics.

Deputy Prime Minister Bui Thanh Son believes and expects that, under the glorious flag of the Party, the Party Committee of the Ministry of Industry and Trade for the 2025-2030 term will continue to join hands, be unanimous, and strive to build a comprehensively strong industry and trade sector, contributing to the successful implementation of the country's development goals by 2030; firmly entering a new era of development - the era of the Vietnamese people's rise, for peace, independence, democracy, wealth, prosperity, civilization, happiness, and steady progress towards socialism.

Also at the Congress, delegates heard the Government Party Committee announce the decisions appointing the Executive Committee, Standing Committee, Secretary, Deputy Secretary, and Party Committee of the Ministry of Industry and Trade for the 2025-2030 term.

Accordingly, in Decision No. 199-QD/DU dated July 14, the Standing Committee of the Government Party Committee appointed the Executive Committee of the Ministry of Industry and Trade Party Committee for the 2025-2030 term consisting of 29 comrades; the Standing Committee of the Ministry of Industry and Trade Party Committee for the 2025-2030 term consisting of 7 comrades.

Comrade Nguyen Hong Dien, member of the Party Central Committee, member of the Government Party Committee for the 2020-2025 term, Secretary of the Party Committee of the Ministry of Industry and Trade for the 2020-2025 term, Minister of Industry and Trade was appointed to hold the position of Secretary of the Party Committee of the Ministry of Industry and Trade for the 2025-2030 term.

Comrade Nguyen Sinh Nhat Tan, Standing Deputy Secretary of the Party Committee of the Ministry of Industry and Trade for the 2020-2025 term, Deputy Minister of Industry and Trade holds the position of Standing Deputy Secretary of the Party Committee of the Ministry of Industry and Trade for the 2025-2030 term.

Comrade Phan Van Ban, full-time Deputy Secretary, Chairman of the Inspection Committee of the Party Committee of the Ministry of Industry and Trade for the 2020-2025 term, holds the position of full-time Deputy Secretary of the Party Committee of the Ministry of Industry and Trade for the 2025-2030 term.

In addition, the Government Party Committee also announced the decision to appoint the Standing Committee of the Party Committee of the Ministry of Industry and Trade for the 2025-2030 term, consisting of 7 comrades, and announced the decision to appoint the Inspection Committee of the Party Committee of the Ministry of Industry and Trade for the 2025-2030 term, consisting of 5 comrades.

In Decision No. 197-QD/DU dated July 14, 2025, the Standing Committee of the Government Party Committee appointed 9 official delegates from the Party Committee of the Ministry of Industry and Trade to attend the 1st Congress of the Government Party Committee for the 2025-2030 term, and 2 alternate delegates.

Immediately after announcing the decisions, the Party Executive Committee of the Ministry of Industry and Trade for the 2025-2030 term was introduced to the Congress.
