
The delegation conducted on-site surveys of the 93-hectare production area, the 41-hectare production area, and the cattle farming support model. They also visited households living in houses that had been repaired or rebuilt under the program to eliminate temporary and dilapidated housing. Through this, they gained an understanding of the socio -economic development situation in the ethnic minority areas and the operational model of the Mountain Service Center in Ham Thanh commune.

According to a report from the People's Committee of Ham Thanh commune, the entire commune has a total of 268 poor households, accounting for 6.47%. Of these, 235 households are ethnic minority households, accounting for 87%.
Ethnic affairs work and the implementation of ethnic policies at the commune level have been carried out promptly and in accordance with the Party and State's guidelines. Many policies supporting ethnic minorities in production development, improvement of essential infrastructure, education , health, and sustainable poverty reduction have been implemented. These programs have yielded practical results, contributing to improving the lives and living conditions of the people.

According to the Mountainous Area Service Center, in recent years, crop varieties and agricultural supplies have been provided in a timely manner. The transfer of scientific and technological advancements has also been widely implemented. These measures have helped ethnic minority households develop commodity production, increase income, and contribute to poverty reduction.
As a result, people's lives have improved. Agricultural production has become increasingly efficient thanks to the appropriate crop and livestock structure. This has helped to form stable commodity production areas.
However, the percentage of poor and near-poor households remains high. This makes it difficult to implement policies. Some households lack goodwill, selling their products elsewhere to avoid repaying debts after harvest.

At the meeting, Vice Chairman of the Provincial People's Council, Da Cat Vinh, noted that the poverty rate in Ham Thanh commune is high. He requested that the Department of Ethnic Minorities and Religions and the People's Committee of Ham Thanh commune continue to fully implement ethnic minority tasks and policies as directed by the Central and provincial authorities. At the same time, he urged increased propaganda and mobilization efforts to encourage people to promote self-reliance and self-improvement, striving to become wealthy and reduce poverty.

In addition, attention should continue to be paid to previous models, and more sustainable livelihood support models should be developed that are appropriate to the practical situation. Agencies are also required to advise the Provincial People's Council on researching and proposing policies to ensure the rights and provide practical support for ethnic minority communities. This will contribute to improving living standards and promoting sustainable socio-economic development in the locality.
