Hue City launches the "Popular Education Movement"

The "Digital Literacy Movement" was launched by the Hue City People's Committee in July 2025 and has spread widely to the grassroots level, households, and the general public. With a systematic and practical approach, the movement has promoted the improvement of digital skills among people in rural villages, hamlets, and remote areas.

Thanks to this, much information has been conveyed promptly, accurately, and in an easily understandable manner to all levels of the population, contributing to socio-economic development. Among these, Kim Tra ward is one of the localities that has implemented the "Popular Education Movement" quite systematically.

Kim Tra ward was formed by merging three wards: Huong Xuan, Huong Chu, and Huong Toan (formerly part of Huong Tra town), with an area of ​​42.8 km2 and a population of approximately 36,300 people. Kim Tra's geographical location and natural characteristics are favorable for the development of forestry, livestock farming, agriculture, and traditional craft villages.

Kim Tra Ward is gradually becoming a model new rural ward of Hue City, considered a "bright spot" in the integration and effective implementation of national target programs. This includes the work of bringing information closer to the grassroots, enabling people to access policies, knowledge, skills, and techniques for sustainable economic development.

From public address systems and community bulletin boards to neighborhood meetings, information about the National Target Program on New Rural Development and the National Target Program on Sustainable Poverty Reduction is widely disseminated. When people understand that they are both the subjects and beneficiaries, they will be more proactive in coordinating and implementing these programs.

Hue City:

Kim Tra Ward organizes "Digital Literacy Classes" for residents in the area, contributing to improving digital skills and access to useful information for socio-economic development.

The ward has also focused on improving the capacity of information and communication staff; investing in public electronic information clusters, infrastructure, and digital platforms to effectively provide essential information to the community.

Currently, the "Digital Literacy Movement" is also being widely implemented in Kim Tra ward. From the end of November 2025 to the present, the locality has coordinated with Viettel Hue and the Hue City Information Technology Center to continuously organize "Digital Literacy Movement" classes for thousands of people in residential areas such as Thanh Luong 2, Thanh Luong 3, Thanh Luong 4, Thanh Tien, Trung Thon, Thuong Khe, Lieu Nam, Xuan Thap, etc.

The training sessions delivered engaging, easy-to-understand content that closely aligned with the practical needs of the people. Through a hands-on approach, the instructors guided residents on using smartphones; installing and experiencing essential applications such as VNeID and Hue-S; searching for online public services; making electronic payments; and identifying various forms of online fraud.

Many trainees who participated in the "Popular Education for the Digital Age" course shared that the training helped them become more confident in accessing technology, unlocking skills that contribute to improving their lives and developing production.

In addition, Kim Tra ward also organized training for 100 members of the Community Digital Technology Team, contributing to the strong spread of the "Digital Literacy Movement" in the area.

Mr. Mai Van Xuan, Vice Chairman of the People's Committee of Kim Tra Ward, affirmed that the "Digital Literacy Movement" not only popularizes digital skills for all citizens, aiming for the goal of "leaving no one behind" in the digital transformation process, but also spreads knowledge to every household, contributing to building a civilized and modern digital community.

"Every resident of Kim Tra needs to become a digital learner, a digital technology warrior, contributing to building a smart, humane, and sustainably developed Kim Tra ward," emphasized the Vice Chairman of the Kim Tra Ward People's Committee.

The initiatives focused on the "Digital Literacy Movement" aimed at popularizing digital knowledge among all segments of the population, contributing to significant changes in awareness, skills, and access to necessary and appropriate information for production development and the building of a healthy cultural life.

According to the People's Committee of Kim Tra Ward, at the end of 2021, there were 277 poor households in the ward, accounting for 3.48%, and 336 near-poor households, accounting for 4.23%. Thanks to the comprehensive implementation of poverty reduction solutions, by September 2025, Kim Tra Ward will have 96 poor households, accounting for 1.14%, and 178 near-poor households, accounting for 2.11%. The goal is to reduce the poverty rate to below 1% by the end of 2025.
