Developing agriculture in the Red River Delta in a sustainable direction

According to the development strategy, the Red River Delta ensures the rice-growing area to meet regional and national food security and export with a minimum rice output of more than 4.8 million tons/year; prioritizes the development of high-quality rice production with a rate of 65% by 2030.

With its existing advantages in agricultural production and long-standing farming experience, the Red River Delta has great potential and many outstanding advantages compared to many other socio -economic regions, including agricultural production. Over the past many years, crop and livestock varieties in the region have been well established, forming export rice areas and production areas for rice, corn, food vegetables, fruit trees, and industrial crops in the provinces of Hai Duong, Nam Dinh, Thai Binh, Hung Yen, Bac Ninh, and Vinh Phuc. In addition, raising chickens and pigs currently accounts for 40% of the country's output. However, the development of agriculture and rural areas in the region also has many limitations. Although large-scale production models have emerged, they still lack connectivity and are not commensurate with demand and potential. Specifically, agricultural production is still small-scale and fragmented, and large-scale production models have not been effectively connected.

Land accumulation and concentration have been implemented and developed through the "large field" model; however, the scattered agricultural production land area has led to difficulties in applying high technology, mechanization, and automation in production. The construction of high-tech agriculture has not created a breakthrough to improve production efficiency and added value. In addition, there are not many enterprises playing a leading role in building high-tech agricultural zones and areas; agricultural processing industry, preservation and processing infrastructure have not met the requirements of large-scale production associated with concentrated raw material areas. The national target program on new rural construction still has many shortcomings and difficulties such as environmental pollution in craft villages and concentrated landfills.

To overcome the above limitations, develop agriculture in the Red River Delta commensurate with its available potential and advantages, the agricultural sector is promoting investment in sustainable, high-tech, organic, circular, high-value production models associated with the construction of modern new rural areas and civilized farmers. In addition, agricultural economic development must be associated with the development of industry, services, tourism , creating local jobs, increasing income for rural residents and promoting urbanization. At the same time, reorganizing production, restructuring crops and livestock to form large-scale, effective concentrated agricultural production areas.
