Developing agricultural production along the value chain

Agricultural production according to the value chain is considered a sustainable direction to help improve production efficiency and income for farmers and businesses. In fact, many enterprises and agricultural cooperatives in the province have focused on applying high technology to production associated with building product value chains.

Currently, many enterprises and cooperatives raising fish in cages on the Da River develop production according to the value chain, contributing to high economic efficiency and creating jobs for many local workers.

Synchronizing mechanisms and policies for developing agricultural production along the value chain

By definition, the production value chain is a series of activities in order and at each activity the product obtains some value. The agricultural production chain includes input - production - processing and trade activities. During the process of building the chain, there is a close connection between fertilizer suppliers, plant varieties, livestock, farmers, agricultural production cooperatives, processing companies and product distribution channels such as markets, supermarkets or agricultural product exports.

In order to produce agriculture according to the value chain, increase income for farmers and ensure the rights and responsibilities of the entities participating in the value chain, the Government issued Decree No. 98/2018/ND-CP, dated July 5, 2018, on encouraging the development of cooperation and association in the production and consumption of agricultural products. It can be said that Decree No. 98/2018/ND-CP is an important direction for developing agricultural production according to the value chain. Implementing Decree No. 98/2018/ND-CP, the Provincial People's Committee issued Decision No. 2793/QD-UBND, dated December 20, 2018, approving important industries and products that need to be encouraged and prioritized to support the consumption of agricultural products in the province. In particular, the Provincial People's Council has developed and issued Resolution No. 226/2019/NQ-HDND, dated December 11, 2019 on policies to support linkages in production and consumption of agricultural products in the province for the period 2020 - 2025.

With the issuance of Decision No. 2793/QD-UBND and Resolution No. 226/2019/NQ-HDND, our province has built effective mechanisms and policies to deploy agricultural production chains. Along with that, in the implementation process, the Provincial People's Committee has integrated the contents of activities linking production and consumption of agricultural products into the province's socio-economic development plans, projects and programs. Support activities as well as support norms for chain production for chain participants are built to ensure compliance with the contents stipulated in Decree No. 98/2018/ND-CP.

According to Mr. Ha Ngoc Tuan, Chairman of the Provincial Cooperative Union, agricultural cooperatives as production entities can be affirmed to play a key role in agricultural value chains. With the support mechanisms and policies of the Central and the province, favorable conditions have been created for cooperatives to boldly transform production according to the value chain. The Provincial Cooperative Union has coordinated to organize many conferences to build production linkages associated with product consumption for agricultural products of cooperative members in the area.

By the end of 2023, the province will have more than 100 safe food production and supply chains in the fields of vegetable and fruit production, aquaculture, livestock, and processing of agricultural, forestry and fishery products, of which 4 chains are key products supported by the budget. In 2024 alone, the Provincial People's Committee has allocated over 166 billion VND from the national target program to build production value chains, and approved 12 value chain production projects. Of which, Kim Boi district has 4 projects including: the production and consumption chain of chili products of Kim Boi Green Agricultural Cooperative; the safe vegetable production and consumption project of Binh Son Agricultural and Trade Service Cooperative; the project to develop a production chain of sweet corn and Queen melon; the project to develop a production and consumption chain of processed potatoes and Japanese squash. Lac Son district has a project to link the production chain of commercial native chicken products in the communes of Vu Binh, Quyet Thang, and Mien Doi. Tan Lac district has 3 projects including: linking the production and consumption of fresh sugarcane according to the production value chain in My Hoa commune; linking the production and consumption of safe vegetables and fruits according to the value chain in Quyet Chien commune; linking production according to the chili consumption value chain in My Hoa commune. Cao Phong district has 2 projects: developing the production chain of Cao Phong oranges and developing production according to the value chain of breeding yellow cattle in Thach Yen commune. Da Bac district has 2 projects: a chain linking the production and consumption of American catfish raised in cages on Hoa Binh lake in Tien Phong and Vay Nua communes; a chain linking the production of native pigs associated with product consumption in Da Bac district.

Building a sustainable production value chain

In fact, the production value chain is very important in agricultural production, especially in the context of international economic integration. For Hoa Binh province, agricultural products not only serve domestic consumption needs but also aim for export. Currently, some key agricultural products of the province have been exported such as Dien Ngoc Luong grapefruit (Yen Thuy), Tan Lac red grapefruit, Cao Phong oranges... According to the assessment of the agricultural sector of Hoa Binh province, many areas of cultivation and livestock farming in value chains in the province have been granted VietGAP, GlobalGAP, food safety certification, organic products... expanding opportunities to access large markets. At the same time, enterprises and cooperatives sign contracts to supply agricultural products with supermarket and distributor systems at fixed prices to ensure product output. With the application of a synchronous quality management process, our province has exported more than 6 thousand tons of processed agricultural products to markets in Japan, the UK, the United States, Korea...

However, in reality, production according to the value chain also faces many difficulties in the linkage between value chains, especially the consumption stage. Ms. Vu Thi Le Thuy, Director of 3TFarm Cao Phong Agricultural Cooperative, said: In reality, the collection, processing and consumption of agricultural products currently lack sustainability, with many intermediaries. With the Cao Phong orange market, it can be seen that farmers mainly sell to traders. For example, 3TFarm is a famous orange production cooperative, but we often have to find our own sales channels and promote our brand. There has been support from e-commerce platforms, but in reality, the effectiveness is not high. Besides, I am most worried that maintaining, developing and protecting agricultural product brands still faces many difficulties due to the situation of product disguise, theft and counterfeiting of brands.

As a bridge to link production, transfer technology and consume products, in recent times, the Provincial Cooperative Union has organized many conferences and seminars to connect and consume agricultural products. At the forums, the Provincial Cooperative Union discussed many solutions to develop agricultural production value chains in agricultural cooperatives. Comrade Ha Ngoc Tuan, Chairman of the Provincial Cooperative Union affirmed: Improving the quality of human resources for cooperatives through training and skills training is one of the important solutions that cooperatives are aiming for. In addition, the Provincial Cooperative Union will advise the Provincial People's Committee to develop mechanisms and policies to support the establishment of a consulting force to support the development of agricultural cooperatives, innovate agricultural extension programs to support the training of cooperative staff. Encourage and create favorable conditions for enterprises to link with cooperatives. Enterprises are identified as the driving force of the link, so to promote cooperatives to participate in the link, it is necessary to encourage enterprises to invest in the link through cooperatives. Promote the development of standards and regulations on product quality in the production chain, linked with product traceability, meeting food hygiene and safety conditions.

Developing the agricultural production value chain not only increases the competitiveness of agricultural products in the market but also creates a driving force for sustainable development of the local economy. Mr. Vuong Dac Hung, Deputy Director of the Department of Agriculture and Rural Development, said: In order to effectively implement policies to support the development of agricultural products according to the value chain, the Department advises the Provincial People's Committee to balance and arrange investment resources, support agricultural production infrastructure to form concentrated commodity production areas according to the strengths of each region. There is a plan for capital support resources by stage, avoiding the situation of only being supported in the beginning. At the same time, there is a strategy to promote and introduce the advantages of the region, brands, and geographical indications of agricultural products so that investors can clearly see the potential and strengths of the locality to attract investment capital, contributing to further development of the agricultural economy. Strengthening coordination with scientific research agencies to guide and apply scientific and technical advances to production, helping households apply advanced techniques, contributing to improving product quality and output. At the same time, strengthening the State's management role in supervising the signing of contracts between producers and consumers of agricultural products, avoiding the two parties breaking contracts and commitments to supply and consume in production. Closely monitoring the quality of the agricultural materials market and the quality of agricultural products.

Support for science and technology transfer and market connection

Agricultural production according to the value chain meets the needs of sustainable development and improves production efficiency and income for farmers and businesses. Therefore, Hoa Binh city has proactively implemented mechanisms and policies of the Central and the province to support the development of production, consumption of agricultural products, and the construction of value chains. In particular, the city focuses resources on supporting the transfer of science and technology; supporting packaging, labeling and connecting to introduce and promote agricultural products for farmers, businesses and cooperatives in the area.

Currently, some products can be developed in value chain production such as fish from the Da River in Hoa Binh commune; green squash and bitter melon in Doc Lap commune. These are potential products and have established production processes according to VietGAP standards. Therefore, in order to produce in the chain, people need technological support to develop semi-processed or deeply processed product lines.

Mo Duc Hoa Binh Organic Agricultural Cooperative specializes in raising and processing organically raised snails and sedges. Currently, the cooperative has a pond area of ​​over 1.4 hectares with 7 member households. The cooperative has built a completely natural snail farming process and produces a number of snail processed products such as snail patties and packaged pre-processed snails to ensure food hygiene and safety. The cooperative has coordinated with the Lac Son District Farmers' Association to open a booth to display and introduce typical agricultural products of Lac Son district. Here we built a restaurant specializing in snail specialties. It can be said that the cooperative's production process is closed from breeding - production - processing to finished products. However, in order to build a brand, expand production and create more jobs for workers, I hope to be able to access support sources to develop production according to the value chain and circular agriculture.
