Approval of adjustments to the Master Plan for the development of the airport and seaport system

This is the second time in the past two years that the Master Plan for the development of the national airport and seaport system for the 2021-2030 period, with a vision to 2050, has been adjusted to suit the actual implementation situation.

The Minister of Construction has just signed Decision No. 1102/QD-BXD approving the adjustment of the Master Plan for the development of the national airport and seaport system for the 2021-2030 period, with a vision to 2050.

There are 4 adjusted contents in the Master Plan for the development of the national airport and seaport system for the period 2021 - 2030, with a vision to 2050, issued in Decision No. 648/QD-TTg dated June 7, 2023 of the Prime Minister .

Firstly, add Gia Binh International Airport to the National Airport System Planning for the period 2021 - 2030, with a vision to 2050.

Gia Binh International Airport has a scale of 4E airport level; expected design capacity of about 30 million passengers/year in the period of 2021 - 2030; about 50 million passengers/year with a vision to 2050.

The airport has a planned land area of about 1,960 hectares; estimated investment costs according to the planning are about 120,839 billion VND in the period of 2021 - 2030, about 61,455 billion VND with a vision to 2050.

Second, adjusting the planning targets of Noi Bai International Airport. Accordingly, Noi Bai International Airport will have an expected design capacity of about 30 million passengers/year in the period of 2021 - 2030; about 50 million passengers/year with a vision to 2050.

Noi Bai International Airport will have a land area of about 1,500 hectares; no investment in the period 2021 - 2030, vision to 2050 with an investment cost of about 9,982 billion VND.

It is known that when Gia Binh International Airport is in operation, passengers and cargo of Noi Bai International Airport will be partly shared with Gia Binh International Airport, but the total output of the national airport system will not change. Therefore, the direction of passenger and cargo exploitation of Noi Bai International Airport will be adjusted accordingly.

Third, adjust the expected land area occupied by the master plan for the airport system until 2030 to about 25,791 hectares.

According to the Airport System Planning dossier approved by the Prime Minister in Decision 648/QD-TTg and adjusted in Decision No. 347/QDBXD dated April 3, 2025, the total expected land area for 31 airports nationwide by 2030 is about 24,240 hectares.

When adjusting the land area of Gia Binh International Airport and Noi Bai International Airport, it is necessary to adjust the total expected land area of the national airport system in each phase, ensuring consistency and unity.

Fourth, adjust the capital investment demand for airport system development to 2030 to about VND 444,711 billion, mobilized from state budget capital, non-budget capital and other legal capital sources.

According to the planning documents for the airport system approved by the Prime Minister in Decision 648/QD-TTg and Decision 347/QD-BXD, the estimated investment cost according to the planning for 31 airports nationwide in the period up to 2030 is about 443,000 billion VND.

When adjusting to increase the capacity of Gia Binh International Airport and reduce the capacity of Noi Bai International Airport, it is necessary to adjust the estimated investment costs of the entire airport system in each phase, ensuring synchronization and unity.

Other contents remain unchanged according to Decision No. 648/QD-TTg. This Decision takes effect from the date of signing and replaces Decision No. 347/QD-BXD dated April 3, 2025 of the Minister of Construction.
