That was the content of the Conference to announce the Secretariat's Decision on personnel work organized by the Standing Committee of Bac Ninh Provincial Party Committee on the afternoon of November 14. Party Central Committee member, Deputy Head of the Central Organization Committee Nguyen Quang Duong attended and presented the Decision.
At the conference, Head of the Local Department I, Central Organizing Committee Nguyen Van Tung announced Decision No. 2522-QDNS/TU dated November 14, 2025 of the Secretariat on Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Thai Nguyen province Pham Hoang Son ceasing to participate in the Executive Committee, Standing Committee and ceasing to hold the position of Deputy Secretary of the Thai Nguyen Provincial Party Committee for the 2025 - 2030 term; transferring and appointing to participate in the Executive Committee, Standing Committee and holding the position of Deputy Secretary of the Bac Ninh Provincial Party Committee for the 2025 - 2030 term.
Speaking at the conference, Deputy Head of the Central Organizing Committee Nguyen Quang Duong congratulated Mr. Pham Hoang Son on being trusted, transferred and appointed by the Politburo and Secretariat to hold the position of Deputy Secretary of the Bac Ninh Provincial Party Committee for the 2025-2030 term. At the same time, he introduced him to the Provincial People's Council to elect him as Chairman of the Bac Ninh Provincial People's Committee for the 2025-2030 term.
The Deputy Head of the Central Organizing Committee affirmed that Comrade Pham Hoang Son grew up from the grassroots and has held many positions, and is considered a capable and experienced cadre in Party building and state management. With his experience, Comrade Pham Hoang Son will promote all his capacity, enthusiasm and responsibility, continue to learn and strive together with the Executive Committee and the Standing Committee of the Bac Ninh Provincial Party Committee to excellently complete the assigned tasks, especially in the context of new work and tasks with many challenges and high requirements, meeting the expectations and aspirations of the Central and the province.
The Deputy Head of the Central Organizing Committee emphasized that the documents of the 1st Bac Ninh Provincial Party Congress, term 2025 - 2030 set out very high goals and great aspirations. Therefore, the Deputy Head of the Central Organizing Committee requested the Executive Committee, the Standing Committee of the Provincial Party Committee, and leaders at all levels and sectors of Bac Ninh province to continue promoting the spirit of solidarity and unity, creating conditions for comrade Pham Hoang Son to perform well his tasks in his new position. Thereby, contributing to the successful implementation of the Resolution of the 1st Bac Ninh Provincial Party Congress, term 2025 - 2030, bringing the locality to develop in accordance with the stature and aspirations of the province and the expectations of the Central and the People.
In his acceptance speech, the new Deputy Secretary of Bac Ninh Provincial Party Committee, Pham Hoang Son, expressed his deep gratitude to the Central Party Secretariat and the Central Organizing Committee for their attention and trust in assigning him the task. At the same time, he emphasized that in recent years, Bac Ninh province has made strong and remarkable development steps. The scale and average GRDP growth rate are always among the top 5 provinces and cities in the country.
Achieving that achievement is the result of hard work, intelligence, solidarity, innovation, creativity, mobilizing the strength of the entire political system, the joint efforts and consensus of the people and the business community, including the contributions of generations of provincial leaders. With the assigned tasks, Deputy Secretary of the Provincial Party Committee Pham Hoang Son promised to accept the opinions, directions, and assignments of the leaders of the Central Organizing Committee.
On the basis of fully absorbing and understanding the direction and assignment of the Central Organizing Committee, the new Deputy Secretary of the Provincial Party Committee Pham Hoang Son promised to always maintain his political mettle, moral qualities, exemplary spirit, and put the interests of the Party and the People first and foremost. At the same time, he will promote the spirit of solidarity and creativity, devote all his strength, intelligence, and enthusiasm to contribute to the cause of socio-economic development, ensure national defense and security, build a strong Party and political system, care for the lives and happiness of the people of Bac Ninh, contribute to building the province to develop rapidly, comprehensively, and sustainably, becoming a centrally-run city before 2030 with Kinh Bac cultural identity, and actively contribute to the overall development of the whole country.
