Gia Hiep Commune was established on the basis of merging two administrative units Tam Bo and Gia Hiep, with an area of 324.43 km², population of 21,462 people; of which, 33.58% are ethnic minorities. After the arrangement, the two-level government was consolidated and operated stably. The staff was consolidated. The organizational apparatus was arranged synchronously and effectively, creating unity in the political system and consensus among the people.

The Commune Administrative Service Center has quickly come into stable operation, meeting the needs of receiving and handling procedures for people and organizations. From July 9 to August 6, the Center received 393 records; of which, 278 records were processed ahead of schedule, 90 records are being processed, and 22 records were suspended or returned due to procedural errors and lack of authority to handle them.

In Di Linh commune, this is a locality established on the basis of merging 4 administrative units including communes: Lien Dam, Gung Re, Tan Chau and Di Linh town, with an area of 26,828 hectares, population of 64,179 people; of which, 35.4% are ethnic minorities.

After one month of operating the two-level government model, the locality has improved its organization, assigned tasks systematically, effectively utilized the old headquarters, ensured working conditions and served the people and businesses well.

Along with stabilizing the organizational structure, the Di Linh Commune Public Administration Service Center has been operated synchronously, promptly meeting the needs of people and businesses right from the first day of implementing the new model. In the first month of operation, the Center received 1,951 records, of which 1,727 records were processed; of which, 747 records were ahead of schedule, 956 records were on time, and 24 records were overdue; the rest are under processing.

The socio-economic situation of the two communes continues to be stable. Budget collection is on schedule. Agricultural production is on time. The fields of planning, land, environment, education, health, social security and national target programs are implemented synchronously, achieving positive results.

National defense and security are maintained, social order and safety are ensured. The government proactively reviews and recommends solutions to difficulties to effectively operate the two-level government model. The work of receiving citizens and handling petitions and letters is carried out seriously and in accordance with regulations.

Along with that, the work of building the Party and political system in the two communes of Gia Hiep and Di Linh was carried out synchronously and in accordance with regulations, demonstrated through the rapid consolidation of the organizational apparatus after the merger, the establishment of specialized agencies, advisory agencies, and the reception and transfer of Party organizations to ensure unified and effective operations.


The successful organization of the 1st Commune Party Congress and the timely and methodical implementation of the Resolution have created a solid political foundation and improved leadership and management capacity in the new period.

Despite initial results, both communes still face difficulties in operating the new model, such as a lack of key officials, degraded technological infrastructure, and incomplete administrative software. Decentralization is unclear, the workload is large, and staff are uneven. Party building work also faces obstacles due to large areas, large organizations, lack of new guidelines, and limited application of technology.

From the practical implementation of the two-level government model, localities recommend that competent authorities promptly issue complete and synchronous regulations related to personnel work, job positions, and commune-level association organization; allocate staff, guide the establishment of steering committees, and organize specialized training.


At the same time, it is proposed to complete the information technology infrastructure, issue digital signatures, add equipment to the Public Administration Center, synchronize software and arrange funding to maintain essential services in the merged area.

Through the working session, the delegation assessed: With the largest natural area in the country, Lam Dong needs to maximize its potential and enhance its role in socio-economic development, especially in newly merged communes. Localities must implement the Resolution of the Commune Party Congress for the 2025-2030 term according to a specific, synchronous and drastic roadmap.

Along with that, the entire political system needs to get involved and organize implementation in line with the viewpoint of "Clear people, clear work, clear time, clear responsibility, clear products, clear authority". At the same time, urgently perfect the organizational apparatus, arrange suitable and qualified staff, avoid work interruptions, affecting the interests of people and businesses.
In 2025, the communes aim to comprehensively complete all targets in all aspects, develop the socio-economy, ensure national defense and security, maintain political stability and social order. At the same time, localities need to promote administrative reform and digital transformation in the spirit of Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation.

In addition, localities review and supplement working regulations, build a system of steering committees and specialized teams suitable for the new model. Along with that, proactively grasp the situation at the grassroots level, resolve conflicts early, improve the quality of public reception, promptly handle complaints and denunciations; strongly launch emulation movements, action programs, spread advanced models, create momentum for sustainable development for each locality.
