Ethnic programs, projects and policies in ethnic minority areas have always been paid attention to and effectively implemented by Party committees and authorities at all levels. The functional sectors have proactively reviewed and supplemented resources to implement programs, projects and plans, mobilized many resources for economic growth, invested in completing infrastructure, sustainable poverty reduction, created conditions for rapid and stable development, and improved living standards of ethnic minorities.

Over the past 5 years, from the capital of national target programs, 1,520 poor, near-poor and ethnic minority households in the district have been supported to build houses, with a total cost of 66.88 billion VND. Projects to arrange and relocate residents in areas at high risk of natural disasters have been implemented with a total investment of 42.477 billion VND. The poverty rate in 2023 will decrease to 17.58%, of which the poverty rate of ethnic minority households will decrease to 20%.

Mobilizing investment capital for the district's social development in the 2021-2023 period is estimated at 5,000 billion VND. By the end of 2023, the district will have 3 communes meeting new rural standards, 82 villages meeting advanced new rural standards, and 3 villages meeting model new rural standards. The average growth rate of production value in the 2021-2023 period is estimated at 3.85%. Average income per capita in 2023 will reach 31.9 million VND.

Speaking at the Congress, Deputy Secretary of the Provincial Party Committee Trinh Tuan Sinh acknowledged and commended the achievements that Party committees, authorities, organizations and ethnic people in Ba Thuoc district have achieved in recent years; at the same time, pointed out the limitations and shortcomings that need to be focused on overcoming.

According to the Deputy Secretary of the Provincial Party Committee, although the socio-economic development of the district's ethnic minority areas has made significant progress, it is still unsustainable. The restructuring of crops and livestock is still slow; the level of intensive farming in agricultural production is still limited. The implementation of national target programs in the district still faces many difficulties and shortcomings. The rate of poor and near-poor households and the risk of falling back into poverty is still high. Political security, order and social safety in the area still have potential complications...

To successfully complete the set goals and tasks, Deputy Secretary of the Provincial Party Committee Trinh Tuan Sinh requested that in the coming time, the Party Committee, the government, the Fatherland Front, socio-political organizations and the ethnic people of Ba Thuoc district continue to promote the dissemination and propaganda of the Party and State's policies and guidelines on ethnic affairs and national unity. Focus on timely and effectively implementing 3 national target programs on socio-economic development in ethnic minority and mountainous areas, on sustainable poverty reduction and on new rural construction; the socio-economic development program for the mountainous areas of Thanh Hoa in the period of 2021-2025 of the Provincial Party Committee.

The district needs to synchronously and effectively implement tasks and solutions for economic development in ethnic minority areas. Promote economic restructuring towards agricultural and forestry development as the foundation, promote local strengths, in accordance with the culture and customs of each ethnic group. Gradually develop industries and handicrafts, create growth breakthroughs and create jobs, increase income for ethnic minorities. Promote tourism development, especially community tourism and eco-tourism, making tourism a spearhead economic sector of the district.

Continue to pay attention to and improve the quality of cultural and social activities; propagate and mobilize ethnic minorities to practice a civilized lifestyle, eliminate backward customs and practices, preserve and promote the fine cultural identities of ethnic groups. Focus on vocational training and job creation for ethnic minority workers; effectively implement poverty reduction programs and policies, ensure social security, and improve the quality of life for people.

In the immediate future, the district needs to focus on organizing and effectively implementing the Campaign to support housing construction for the poor, policy households, and households with housing difficulties in the province in the two years 2024-2025 according to Directive No. 22 of the Provincial Party Standing Committee.

At the same time, harmoniously combine socio-economic development with ensuring national defense and security; build a position of people's trust and security, effectively resolve pressing issues at the grassroots level. Continue to strengthen and consolidate, build a clean and strong political system in ethnic minority areas.

Focus on improving the leadership capacity and fighting strength of party organizations and party members; have plans to train, foster, create sources and use ethnic minority cadres; pay attention to building a team of cadres in ethnic minority areas who are dynamic, creative, dedicated and devoted to the cause of development of the homeland; promote the development of party members, especially ethnic minority party members, as the core nucleus to build movements in villages, hamlets and hamlets.
