District vice chairman identifies his voice in 'kickback' recording

Ca Mau Vice Chairman of Phu Tan District Nguyen Van Son recognized his voice in the recording, but the content was not asking for a "kickback" from the contractor.

The information was announced by Mr. Le Van Ngoi, Chief of Office and Spokesperson of the People's Committee of Ca Mau province, on June 14, regarding the alleged recording of the Vice Chairman of Phu Tan district with the representative of the contractor implementing the project in the locality.

Previously, on May 27, Facebook account Hai Nguyen posted a nearly two-minute recording of Mr. Son with a contractor. The content showed that the district was considering assigning a contractor to carry out the Phu Tan Commune Sports and Cultural Center project, but the contractor's 20% fee was "a bit weaker than other units". After explaining that the 30% fee was too high, the contractor was asked to "play by the rules".

Mr. Ngoi said that after the above reflection, the province set up a verification team. During the working process, the district vice chairman and the contractor representative confirmed that such a conversation took place, and the content was not edited. "At first, Mr. Son said he did not remember clearly, thinking that the recording was edited, but after listening carefully, he admitted that it was his voice," Mr. Ngoi said.

The Provincial People's Committee has directed the inspection of all projects with land clearance consultancy packages in the area mentioned in the recording. The inspection must be completed and reported to the Provincial People's Committee in July.

On May 29, two days after the recording was posted online, the Provincial People's Committee convened a meeting to hear the relevant parties present. Mr. Son also said that he was not the person mentioned in the recording, and asked the authorities to clarify.

The Phu Tan Commune Cultural and Sports Center project is invested by the Phu Tan District Project Management Board, and the construction unit is a contractor in Ca Mau City. The project is built on an area of ​​7,000 m2, with an investment cost of about 6.5 billion VND, and started in August 2021. To date, the project has completed a number of items and is planning to continue building a football field and swimming pool.
