After inspecting the scene, Vice Chairman of the Provincial People's Committee Le Trong Yen directed departments, branches and localities to urgently clarify the cause and assess in detail the level of seepage. Comrade Le Trong Yen also directed specialized agencies and units to propose appropriate technical solutions to overcome the seepage through the dam foot at the following locations: The Vice Chairman of the Provincial People's Committee also requested Ta Nang commune to arrange staff on duty 24/7, regularly update landslide developments, and prepare means and human resources to handle possible emergency situations. Cay An Lake was put into use in 2007 with a capacity of about 1.7 million m3. This is an irrigation project that provides irrigation water for 250 hectares of agricultural land in Ta Nang commune. Currently, the downstream area of the left shoulder of the main dam has localized sliding patches, forming cracks, and groundwater seeping through the dam foot. In addition, at some other locations of the main dam, there is also the phenomenon of water seepage and water leakage into streams. The above incidents began to appear after the impact of storm No. 11 and are continuing, threatening the safety of this irrigation project.
