In 2025, 14 candidates were recommended by the Council of Professors of Medicine to be considered for recognition as meeting the standards for the title of professor. Among them is Mr. Nguyen Huy Ngoc, Vice Chairman of the People's Committee of Phu Tho province.

Associate Professor, Dr. Nguyen Huy Ngoc, born in 1970, hometown in Dan Thuong commune, Ha Hoa district, Phu Tho province (old).

According to the records provided by the State Council of Professors, Mr. Nguyen Huy Ngoc was the Director of the Department of Health of Phu Tho province. He was also a visiting lecturer at many medical training institutions such as the 108 Institute of Clinical Medicine and Pharmacy, the University of Public Health, the University of Medicine and Pharmacy - Thai Nguyen University, the University of Medicine and Pharmacy - Hanoi National University and the Military Medical Academy.

Mr. Nguyen Huy Ngoc received his Bachelor of Medicine degree, majoring in General Practitioner from Bac Thai University of Medicine in 1994.

Mr. Ngoc received his Master's degree in Medicine, specializing in Emergency Resuscitation from Hanoi Medical University in 2002; and his Doctorate in Medicine, specializing in Internal Cardiology from the Military Medical Academy - Ministry of National Defense in 2012.

In addition to his medical expertise, Mr. Nguyen Huy Ngoc also expanded his knowledge of economics and management. In 2016, he was awarded a master's degree in Economics, specializing in Economic Management from the National Economics University.

In 2023, he also received a bachelor's degree in English Language from the University of Science - Thai Nguyen University.

He was recognized as meeting the standards for the title of associate professor and was appointed to this title at the University of Medicine and Pharmacy - Vietnam National University, Hanoi in 2022, majoring in Medicine.

Mr. Ngoc has held many positions in the medical sector of Phu Tho, from treating physician at the Provincial General Hospital, Head of Department, Hospital Director, and Director of the Department of Health.

From 2024-2025, he was Vice Chairman of Phu Tho Provincial People's Committee and Director of Phu Tho Provincial Department of Health; Vice Chairman of Phu Tho Provincial People's Committee (from January 2025 to present).

Mr. Ngoc's main research directions include: Comprehensive research on stroke, application of advances in diagnosis, treatment and management of stroke treatment organization models in Vietnam; research on digital healthcare transformation solutions, healthcare financial management, hospital quality management and application of artificial intelligence.

Regarding training and scientific research results, Mr. Ngoc has guided 2 doctoral students to successfully defend their theses; is currently the main guide for 4 doctoral students and an assistant guide for 1 doctoral student.

He has also guided 11 graduate students, major II, to successfully defend their theses and is guiding 3 graduate students.

Mr. Ngoc has chaired and completed 8 scientific research projects at all levels, including: 1 State-level project, 2 ministerial-level projects, 2 provincial-level projects, and 3 grassroots-level projects. He is chairing 1 provincial-level project (2024-2026).

To date, he has published 113 scientific articles, including 18 articles published in prestigious international journals (Web of Science/Scopus/Pubmed). Of these, he is the main author of 12 articles and co-author of 6 articles.

He has also published 9 books, of which he is the editor/co-editor of 8 books, including 2 monographs (including 1 international book), 2 textbooks, 5 reference books (including 1 international book published by the prestigious Springer Publishing House).
