On the afternoon of November 9, Deputy Prime Minister Pham Thi Thanh Tra and her delegation had a working session with Lao Cai province on socio-economic development, disbursement of public investment capital and operations of the two-level local government model.

Working with the delegation, on the side of Lao Cai province, there was comrade Trinh Viet Hung, alternate member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, along with provincial leaders and leaders of provincial departments and branches.

At the meeting, Mr. Tran Huy Tuan, Chairman of Lao Cai Provincial People's Committee, said: The socio -economic situation of the province in the first 10 months of 2025 was basically stable, with positive signals. In the first 9 months of the year, the province's GRDP growth rate reached 7.38%, ranking 4th out of 9 localities in the Northern Midlands and Mountains region, and ranking 22nd out of 34 provinces and cities.

After the first 10 months of 2025, 20/25 main socio-economic targets were assessed (4 targets completed the plan; 9 targets reached 90%-99%; 5 targets reached 70% to under 90%; 1 target reached over 61%); production, business, construction investment, import-export activities were basically stable; construction activities and implementation of national target programs were ensured.

Disbursement of public investment capital reached 7,618 billion VND, equal to 49.3% of the province's plan. Particularly for the capital plan assigned by the Prime Minister, disbursement reached 6,419 billion VND, equal to 70.1% of the plan.

Regarding the implementation of the two-level local government, Lao Cai province has closely followed the direction of the Central Government. The work has been carried out urgently, seriously, and responsibly in the spirit of "running while lining up" but cautiously, firmly, and methodically... Up to now, the province has basically completed the streamlining of the system of administrative agencies and units.

Besides the achieved results, the socio-economic situation of the province still has some difficulties such as: In the industrial sector, the input material source for fertilizer, chemical and metallurgical factories in the area has not been met.

Total import-export value still decreased sharply compared to the same period, infrastructure serving cross-border trade development is not yet synchronized, import-export enterprises are mainly small enterprises that are not competitive enough in the export market.

The implementation of the two-level government still has some difficulties, such as: The team of specialized cadres in land administration, finance, and construction is still limited, and some communes have not met the requirements of assigned work. The facilities, offices, halls, and working equipment of some communes have not met the requirements...

Lao Cai province also recommended and proposed a number of contents such as: Requesting the Government to support capital and study investment incentive policies to encourage and attract investors to shift economic structure, promote growth and socio-economic development in the area.

Recommend the Prime Minister and the Ministry of Finance to consider and support funding from the central budget to repair and renovate headquarters and public housing, purchase equipment for agencies, units, communes and wards; consider supporting funding from the central budget to implement projects to overcome and handle flooding in the Red River area in the central area of ​​Lao Cai province and neighboring areas....

Besides development, Lao Cai is also facing some problems such as: large gap between rich and poor; the qualifications of cadres and civil servants still have certain gaps. He suggested that the Government and ministries pay attention to opening appropriate professional training courses. Another problem is that currently, some cadres and civil servants who work far away face many difficulties, so he suggested that there be special support mechanisms and policies...

At the meeting, leaders of several central ministries and branches answered some of Lao Cai province's problems; at the same time, they proposed directions and solutions to promptly resolve them.

Speaking at the working session, Deputy Prime Minister Pham Thi Thanh Tra highly appreciated the results that Lao Cai province has achieved in recent times; especially the effective operation of the two-level local government apparatus.

The Deputy Prime Minister emphasized: There is not much time left in 2025, Lao Cai province needs to be more determined to complete the State's assigned plan targets, contribute to the country's growth, and solve the problem of budget collection in the area.

Along with that, the province needs to identify and evaluate the overall potential and advantages to have a long-term plan and orientation. With its potential and advantages, Lao Cai province needs to determine development not only for the province but also for the whole region.

Strive to complete the target of disbursement of public investment capital, creating momentum for socio-economic development. At the same time, review the province's strategic breakthroughs to have fundamental, systematic and scientific orientations, especially building good policy mechanisms, along with central policy mechanisms to create breakthroughs in science and technology, innovation and digital transformation.
