Deputy Prime Minister Le Thanh Long inspects the progress of Viet Duc and Bach Mai Hospitals, Branch 2 in Ha Nam.

According to the report on the construction progress of the two projects from the representative of the Ministry of Health, implementing the conclusion of Deputy Prime Minister Le Thanh Long during the visit and inspection of the construction investment project of Bach Mai Hospital Facility 2 and the construction investment project of Viet Duc Friendship Hospital Facility 2 on February 19, 2025 (Conclusion Notice No. 57/TB-VPCP dated February 24, 2025 of the Government Office ); on the basis of closely following the objectives, viewpoints, principles, mechanisms, and solutions to handle difficulties and problems stated in Resolution No. 34/NQ-CP, the Ministry of Health has promptly issued a Plan to implement the Resolution of the Government; clearly defining the tasks, deadlines, completion progress, responsibilities of the presiding agencies and units and coordinating agencies and units in organizing the implementation of Resolution No. 34/NQ-CP.

As of April 15, the Ministry of Health has been implementing and promoting the project's progress, in accordance with the spirit of "clear people, clear work, clear responsibilities, clear time, clear results" to ensure the completion of construction and procurement of medical equipment to put the two hospitals into operation and use on schedule.

Deputy Prime Minister Le Thanh Long inspected the progress of Bach Mai Hospital Facility 2 in Ha Nam .

The investor and contractor have completed the adjustment of the contract implementation schedule for the bid packages. However, the information technology bid package implemented by the contractor Vietnam Posts and Telecommunications Group has not completed the adjustment of the contract implementation schedule. The reason is that Vietnam Posts and Telecommunications Group has not completed the plan to adjust the software implementation with Bach Mai Hospital and Viet Duc Friendship Hospital.

It is expected that before April 30, the plan will be agreed upon with Bach Mai Hospital and before May 15, the plan will be agreed upon with Viet Duc Friendship Hospital.

Bach Mai Hospital completed the work of building the list, configuration, and preliminary assessment on March 20. Currently, the Ministry of Health is appraising and approving the norms for using specialized medical equipment (the appraisal work is expected to be completed and submitted to the Ministry of Health for approval before April 20).

Based on the approved norms for the use of specialized medical equipment, the Ministry of Health will approve the project adjustment (adjustment of the list of medical equipment) before April 23, as a basis for organizing the bidding to select contractors. It is expected that the contractor selection plan, bidding documents and the organization will issue bidding documents for the procurement of medical equipment will be approved before May 30.

Viet Duc Friendship Hospital is completing the list, configuration, and preliminary assessment (not approving the norms for using specialized medical equipment), expected to be completed before April 20. It is expected to approve the contractor selection plan, bidding documents, and organize the issuance of bidding documents for purchasing medical equipment before May 30.

The investor is continuing to urge the progress of the contractors. At Bach Mai Hospital, the contractor Corporation 36 is implementing the work at Bach Mai Hospital and committed to completing it before July 15 as planned.

For the Viet Duc Friendship Hospital Facility 2 Project, the joint venture contractor of Hanoi Construction Corporation and Hong Ha Company has started work at Bach Mai Hospital and committed to completing the project before September 15 as scheduled. The total workforce maintained at the site by the contractors is about 150-180 and the contractors are continuing to increase their workforce.

Minister of Health, Dao Hong Lan said: The Ministry has focused on implementing the plan and assigning human resources to complete the plan. However, some projects are still behind schedule. The most difficult thing now is implementing infrastructure equipment packages for hospitals.

Comrade Truong Quoc Huy, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the National Assembly Delegation of Ha Nam province spoke at the meeting.

Speaking at the meeting, comrade Truong Quoc Huy, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the National Assembly Delegation of Ha Nam province said: With the goal of soon putting Bach Mai and Viet Duc hospitals, branch 2 in the province into operation to serve the people, Ha Nam province is ready to accompany the Board of Directors of the hospitals to create the best conditions to help the hospitals overcome difficulties.

In the immediate future, Ha Nam province will support land clearance and provide 28 hectares of clean land to build Bach Mai Medical College; allocate 100 billion VND from the provincial budget to support the construction of the school's dormitory. At the same time, the province will build a high-quality social housing area for hospital staff to rent or buy so that doctors and nurses can feel secure when working at Bach Mai Hospital in Ha Nam.

Associate Professor, Dr. Dao Xuan Co, Director of Bach Mai Hospital spoke at the meeting.

Representatives of Bach Mai and Viet Duc Hospitals said that if the second facility of the hospitals is put into operation soon, it will greatly reduce the load on the first facility in Hanoi. When put into operation, the hospital will be invested in a synchronous and modern manner to meet the medical examination and treatment needs of about 20 million people and will be very convenient for people in the region.

The two hospitals have been working with contractors on building information technology software to link the two facilities together.

Concluding the meeting, Deputy Prime Minister Le Thanh Long stated that the number of patients coming for medical examination and treatment that Bach Mai Hospital has just reported shows that completing this project is extremely urgent.

Reiterating General Secretary To Lam's direction on combating waste, Deputy Prime Minister Le Thanh Long acknowledged that relevant ministries, branches, investors, contractors, especially Ha Nam province, have accompanied and created favorable conditions for the staff and doctors of the two hospitals to share the determination to put the project into operation as soon as possible.

However, with the current progress, we see many difficulties and no overall solution. Due to the lack of overall command, and the large amount of work of the investor, the relevant parties need to focus human resources, coordinate smoothly, work overtime, and urgently increase shifts to ensure construction progress.

In order for the two hospitals to come into operation to serve the people on schedule, the Deputy Prime Minister said: "We have issued Resolution 34, but that is not all, it only helps us have some major mechanisms and principles to implement, because in the implementation process there is still a lot of work ahead."

The Deputy Prime Minister requested that ministries, sectors, investors and contractors must clearly demonstrate their determination and urgently organize implementation. There is still a lot of work, so this should not wait for another but must be implemented synchronously.

For the Project Management Board, it is necessary to adhere to the plan, focus on human resources, time, intelligence, enthusiasm, and work closely with contractors to implement the work. The two hospitals need to be proactive in human resources, so that when they receive the project, they can operate well. The Ministry of Health regularly urges the work under its authority, has a weekly progress scale, and has clear weekly reviews.
