
On the morning of November 7, Deputy Prime Minister Tran Hong Ha chaired an online meeting with localities: Hue City, Da Nang, Quang Ngai, Gia Lai and Dak Lak, to assess the response to storm KALMEAGI (storm No. 13).
At the Quang Ngai bridge, the meeting was attended by Senior Lieutenant General Pham Truong Son, Deputy Chief of the General Staff of the Vietnam People's Army; representatives of the Department of Operations, General Department of Logistics and Technology, Military Region V and leaders of the Oil Spill Response Center for the Central region. On the Quang Ngai side, there were Chairman of the Provincial People's Committee Nguyen Hoang Giang, Vice Chairman of the Provincial People's Committee Do Tam Hien and leaders of the province's functional departments and branches.
Reporting at the meeting, Chairman of the Provincial People's Committee Nguyen Hoang Giang said that to proactively respond to storm No. 13, the province has established 4 forward command posts and 6 working groups to directly inspect and direct response in communes and wards forecast to be directly affected; at the same time, organizing the relocation and evacuation of 30,490 households with 89,738 people to safe places, absolutely ensuring the lives of the people.

By 4:00 a.m. on November 7, 2025, due to heavy rain combined with rising sea levels, some residential areas in Sa Huynh ward were isolated; the Quynh Luu dam section (Dong Son commune) from the old Binh Chau commune to Tinh Hoa was flooded about 40cm due to high tides. The Commune Military Command coordinated with the Commune Police to organize blockades, preventing people from traveling. The whole province had 61 houses with damaged roofs; 01 school had its roof blown off; 01 fishing boat was damaged. On National Highway 24 through Ba To and Ba Dinh communes, there were many points of fallen trees and landslides; Provincial Road 624 through Son Mai commune had fallen trees causing traffic congestion. Local authorities and functional forces are urgently working to fix the problem to ensure smooth traffic.

In Long Phung commune, due to rising tides combined with large waves, landslides have occurred along 230m of coastline; cracks have appeared in Ta Noat village (Ba Vi commune), with a high risk of landslides that could threaten households at the foot of the mountain. The local government has directed the shock team to mobilize 23 households with 54 people to leave the dangerous area and evacuate them in the village. Currently, the province continues to closely coordinate with armed forces stationed in the area and search and rescue forces to proactively overcome the consequences, and arrange forward combat forces to support localities at high risk of being cut off and isolated due to landslides.
Concluding the meeting, Deputy Prime Minister Tran Hong Ha commended the efforts of localities in responding to storm No. 13 and said that storm No. 13 was very strong, but thanks to the efforts to seriously implement response measures, especially proactively evacuating residents, calling on ships to take shelter in safe places, and close coordination between forces and localities according to the "4 on-site" motto, the damage caused by the storm was minimized.

The Deputy Prime Minister requested localities not to be subjective, continue to proactively monitor the development of rain and floods after the storm; review and re-evaluate all plans for natural disaster prevention and control, especially the work of ensuring the safety of dams, power systems, traffic, and civil infrastructure. The armed forces, police, militia, and youth volunteers need to continue to coordinate closely in rescue work, support people to overcome the consequences, and soon stabilize their lives.
The Deputy Prime Minister assigned relevant ministries and branches to support localities in ensuring medicine, clean water, and environmental sanitation after storms and floods; and at the same time, deploy measures to support people in reproducing and restoring their livelihoods.
Regarding the Star Bueno ship grounding incident, the Deputy Prime Minister requested the Ministry of National Defense, the National Committee for Natural Disaster Response and Search and Rescue, and the Oil Spill Response Center for the Central region to urgently develop and deploy the best treatment plan, absolutely not allowing oil spills to occur, affecting the marine environment.
