Deputy Prime Minister Tran Hong Ha: Hanoi needs to strive to disburse public investment capital to over 100%

On the morning of March 25, Deputy Prime Minister Tran Hong Ha chaired a working session with the Hanoi People's Committee on urging the implementation and disbursement of the 2025 public investment plan; ensuring traffic safety and order and handling air pollution.

On the Hanoi side, there were Central Party Committee member, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Tran Sy Thanh; Standing Committee members of the City Party Committee, Vice Chairmen of the City People's Committee Nguyen Trong Dong and Duong Duc Tuan.

The working session was connected online to the People's Committees of districts, towns and cities.

Land clearance is the most difficult step.

Vice Chairman of Hanoi People's Committee Nguyen Trong Dong said that the biggest obstacle in implementing the project is site clearance.

The city has 4 projects using central budget funds; 62/282 city-level projects and 31/570 district-level projects using the city budget are facing difficulties in site clearance. Some projects go through the provisions of two Land Laws with two different support policies.

Typically, the Hanoi urban railway project, line 2, Nam Thang Long - Tran Hung Dao, and the Yen Xa wastewater treatment plant project are all behind schedule, failing to meet the annual capital disbursement plan and having to propose to move to the 2026-2030 period due to slow site clearance, lengthy and complicated procedures for adjusting investment policies, projects, and agreements; and the lack of standards, regulations, norms, and unit prices for urban railways, leading to difficulties in implementation.

At the meeting, representatives of departments, branches and localities of Hanoi also discussed specific difficulties and problems and proposed solutions to ministries and branches. For example, the pilot urban railway project in Hanoi, Nhon - Hanoi station section encountered difficulties in signing the contract appendix for the CP06 underground section and adjusting the price of the CP03 package.

Investment preparation projects such as urban railway line 3.2 Hanoi-Hoang Mai station or urban railway line 5, investment procedures are lengthy and complicated, requiring consultation with many related units.

In addition, some projects are facing difficulties in planning, determining red lines, assessing environmental impacts, and fluctuations in raw material prices... Meanwhile, projects using ODA capital are facing difficulties due to complex technology, differences in legal regulations and international contracts...

Regarding solutions, the Hanoi People's Committee proposed that the Government soon submit to the National Assembly a synchronous amendment of regulations in specialized laws, the Law on Public Investment and the Law on State Budget, defining the tasks of authorities at all levels, on that basis transferring ongoing district-level projects to new units.

To ensure continuity in capital planning (avoiding interruptions between City People's Council meetings), the Government continues to research and submit to the National Assembly amendments to the Law on Public Investment in the direction of increasing decentralization and delegation of authority to People's Committees at all levels to manage capital planning (capital planning, capital plan adjustment) according to practical requirements.

The management of public investment capital plans has changed towards allocating capital based on the actual progress of projects implemented monthly instead of having to allocate sufficient capital for projects from the beginning of the year.

For important national projects, regional linkage projects, and ODA projects, the City People's Committee proposes that the Prime Minister soon approve project proposals using ODA capital so that the city has a basis to implement the next steps.

Hanoi is allocated a large amount of capital but still modest compared to the demand.

In 2025, Hanoi city strives to start construction of 3 bridges across the Red River (Tu Lien, Tran Hung Dao, Ngoc Hoi bridges), of which Tu Lien bridge is expected to start construction on May 19.

To meet the above progress, the Hanoi People's Committee proposed that the Government and the National Assembly consider adjusting the Law on Bidding and related Decrees to speed up investment preparation for key and urgent projects.

In the immediate future, the National Assembly Standing Committee allows the Hanoi People's Committee to apply the form of designated bidding for all consulting and non-consulting packages of the three projects of Tu Lien Bridge, Tran Hung Dao Bridge, and Ngoc Hoi Bridge.

For the Tu Lien bridge project, the city proposed to allow the designation of all bidding packages; allow land acquisition and site clearance according to independent projects for implementation first...

Regarding the route connecting Gia Binh Airport with the center of Hanoi, the city recommends that the Prime Minister soon consider and direct the unification of the route plan and investment mechanism and method so that the Hanoi People's Committee and Bac Ninh Provincial People's Committee can soon implement it.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha emphasized that Hanoi's public investment disbursement in the first quarter of 2025 was lower than the average. In fact, Hanoi has been proactive, but this is a preparation period, and from now until the end of the year is the time to disburse and accelerate.

Hanoi City commits to disbursing at the highest level, reaching over 95%. Looking at the context and issues raised in the working session, Hanoi can achieve this. Hanoi has been allocated a large amount of capital but it is still modest compared to the demand. Hanoi's difficulties in disbursing public investment capital are only immediate and temporary, and must be resolved after April. Hanoi needs to strive to disburse over 100% of the capital plan, not just over 95%.

The Deputy Prime Minister acknowledged the proposals and recommendations of the Hanoi People's Committee and noted that after the working session, the Ministry of Finance, the Ministry of Agriculture and Environment, the Ministry of Construction, and the Government Office should clarify and recommend the Government to submit to the National Assembly.

Regarding the ODA project, the Deputy Prime Minister assigned the Ministry of Finance and the Ministry of Foreign Affairs to proactively work with the French embassy and ODA management agency to soon sign the agreement.

Regarding the three major projects (Tu Lien, Tran Hung Dao and Ngoc Hoi bridges), Hanoi reported to the Government and the Prime Minister the reasons for early implementation, and committed to fully implementing responsibilities, selecting capable investors and investing quality capital. The Government Office reported to the Prime Minister to include in the Government's Resolution.

Regarding the project to upgrade National Highway 21A Son Tay - Hoa Lac - Xuan Mai, the Deputy Prime Minister agreed to assign Hanoi city as the managing agency to implement the entire project.

For projects in Hoa Lac High-Tech Park, Hanoi proposed that the Central Government transfer the 2025 Public Investment Capital Plan from the central budget assigned to the Hoa Lac High-Tech Park Management Board to Hanoi City to promptly disburse and implement projects. The Deputy Prime Minister requested the Ministry of Finance to do so immediately in March...

The 2025 public investment plan of Hanoi city assigned by the Prime Minister is 87,130 billion VND, 1.13 times higher than the 2024 plan, accounting for 10.5% of the total capital of the country as decided by the National Assembly to allocate. As of March 24, 2025, the disbursement result of the whole city is 5,052.29 billion VND, reaching 5.8% of the plan.
