That was the direction of comrade Tran Cam Tu, Politburo member, Standing member of the Secretariat at the online conference to disseminate Conclusion No. 132-KL/TW dated March 18, 2025 of the Politburo on continuing to implement Directive 36-CT/TW in 2019 of the Politburo on strengthening and improving the effectiveness of drug prevention, control and combat, on the morning of April 17.

Attending the conference at the Ca Mau province bridge were Secretary of the Provincial Party Committee Nguyen Ho Hai, Standing Deputy Secretary of the Provincial Party Committee Nguyen Duc Hien, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Pham Thanh Ngai.

At the conference, Deputy Prime Minister Le Thanh Long said: After 5 years of implementing Directive No. 36-CT/TW, dated August 16, 2019 of the Politburo on strengthening and improving the effectiveness of drug prevention, control and combat, drug prevention and control work has had many positive changes. Party committees, party organizations, authorities, the Fatherland Front and mass organizations at all levels have paid attention to leading, directing, organizing implementation, mobilizing a large number of cadres, party members and people to actively participate. Drug prevention work has been focused on with many rich and diverse contents and forms of propaganda; many advanced and effective models and examples have been built and replicated. The work of controlling legal activities related to drugs and preventing and combating the cultivation of plants containing narcotics has been strictly implemented. The work of managing drug addicts, illegal drug users and post-rehabilitation management has been implemented uniformly from the grassroots level. International cooperation activities, especially with neighboring countries, are more in-depth, effective and substantial.

However, the situation of drug crimes is still very complicated, especially on the border by land, sea, air, and cyberspace... The risks of drug "demand" have not been completely resolved; the "supply - demand" relationship of drugs has not been stopped. The work of reviewing and counting the number of drug addicts and illegal drug users is still not accurate; the management work is not timely and strict, many cases of mental disorders, "stoned" have caused serious crimes with a brutal, inhumane nature, causing public outrage; the work of drug rehabilitation, vocational training support, and job creation for people after rehabilitation is not very effective. The management of investment and business sectors with conditions on security and order sometimes and in some places still has loopholes, potentially causing the risk of crime and drug abuse...

In the coming time, it is forecasted that the situation of drug crimes and social evils will continue to develop in a complicated manner with methods and tricks constantly changing, becoming more sophisticated, dangerous, and more international. The number of drug addicts and illegal drug users is getting younger and younger; the trend of using synthetic drugs and new types of highly toxic drugs leads to the risk of increasing drug addicts and illegal drug users, causing serious consequences for health, race, and quality of the labor force; increasing all kinds of crimes, social evils, and violations of the law, causing loss of security, order, and social safety...

To promote the achieved results, overcome shortcomings and limitations and be more proactive in the work of preventing, combating and controlling drugs, the Politburo requires Party committees, Party organizations, authorities, the Fatherland Front, and mass organizations at all levels to continue to seriously and resolutely implement the contents and tasks in Directive No. 36-CT/TW, focusing on a number of tasks: organizing a general review of drug addicts and illegal drug users to correctly assess the current situation, taking strict management measures, not allowing drug addicts and illegal drug users to commit crimes, causing complications in security and order; focusing on sending the maximum number of drug addicts who meet the conditions prescribed by law and the number of drug addicts at high risk of committing crimes and violating the law to compulsory drug rehabilitation, synchronously deploying measures to prevent the emergence of new drug users and drug addicts; conducting a general review, fighting to eradicate complicated drug hotspots and gathering places; Innovate and improve the effectiveness of drug addiction treatment; build high-quality drug addiction treatment facilities; have a mechanism to create favorable conditions for organizations and individuals to participate in providing drug addiction treatment services at home and in the community.

According to the assessment of the Politburo, in the past and in the coming time, the situation of drug-related crimes will have many complicated developments, and the methods of operation will become increasingly sophisticated.
