At around 9:00 a.m. on October 30, water flooded into classrooms at Ky Thinh Kindergarten (Tay Yen residential group, Vung Ang ward, Ha Tinh province) after a prolonged heavy rain.
Ms. Le Thi Thu Ha, the school's principal, said that in the face of deep flooding, the school had consulted with ward leaders and notified parents to pick up their children and take them home to ensure safety.

"The water was above the knees of adults in the school yard and surrounding roads. Some parents had to use basket boats and trucks to take their children across the flooded areas," said Ms. Ha.
According to Ms. Ha, more than 120 children of the school will be given a day off until the afternoon of October 30. Local authorities and the school will continue to monitor the weather to decide when to return to school.

At the same time, many other schools in Vung Ang ward also temporarily closed hundreds of students to ensure safety.
From morning to noon on October 30, many localities of Ha Tinh experienced heavy rain lasting for many hours, especially the southern region where many roads were partially flooded.
Authorities of communes and wards in southern Ha Tinh have advised people to closely monitor the weather, not to go into deeply flooded or fast-flowing areas, limit going out when not necessary, and proactively move assets and livestock to safe places.

According to the Ha Tinh Hydrometeorological Station, from the night of October 29 to the morning of October 30, there will be rain in this province, and heavy to very heavy rain in the southern delta and coastal areas.
It is forecasted that from the morning of October 30 to the night of October 31, the northern and western regions of Ha Tinh will have moderate to heavy rain, and in some places very heavy rain; the common rainfall will be 50-100mm, in some places over 150mm; the southern coastal plains will have heavy to very heavy rain, with rainfall of 100-200mm, in some places over 250mm.
Heavy rain will continue in this province during the day and night of November 1.
