In recent days, many wards and communes in Ho Chi Minh City have issued documents announcing information on reward and support policies for groups and individuals who have performed well in population work in the area.
Including making a list of women who give birth to 2 children before the age of 35 to receive allowances according to Resolution No. 40 of the Ho Chi Minh City People's Council.
Specifically, in Ward 14, Tan Binh District (HCMC), a document was sent to the heads of 13 neighborhoods in the area to notify women who have given birth to two children under 35 years old and have their second child between December 21, 2024 and April 15, 2025 and women from poor households, near-poor households, and social protection households who give birth between December 21, 2024 and April 15, 2025 to contact the ward to make a list to send to the health department.
Note that the above cases must register birth at the People's Committee of Ward 14, Tan Binh District.
Ensure seriousness, compliance with regulations, and correct beneficiaries
Speaking to Tuoi Tre Online , Ms. Mai Thi Bich Tho - Department of Population and Family Planning, Ward 14, Tan Binh District - said that the document was sent today (May 7). Accordingly, the ward will make a list starting from this day, and will send the list to the health department before May 10.
Mr. Pham Chanh Trung - Head of the Ho Chi Minh City Population Department - said that wards and communes in Ho Chi Minh City are reviewing and making this list to count the first batch of beneficiaries according to Resolution No. 40/2024/NQ-HDND.
Thus, the city is proactively grasping the full number of women who meet the conditions to benefit from the policy, while waiting for instructions on the implementation process according to administrative decentralization.
Mr. Trung also emphasized that the policy will take effect from December 21, 2024, so all women who give birth to two children under the age of 35 will receive a one-time support of VND3 million; as well as pregnant women and newborns from poor households, near-poor households, people receiving social protection, and people living in island communes will be supported when performing prenatal screening and newborn screening with an amount of VND2 million in accordance with regulations.
Currently, the Ho Chi Minh City Department of Health is also consulting with relevant units to issue guidelines for implementing Resolution No. 40/2024/NQ-HDND dated December 11, 2024 of the Ho Chi Minh City People's Council, ensuring seriousness, compliance with regulations, and the right beneficiaries.
In addition, the Population Department has requested the People's Committee of Thu Duc City and districts to direct the People's Committees of wards, communes, towns and related departments, branches and organizations to increase information and propaganda about the content of this resolution to local people, especially those eligible to benefit from the policy.
What is the support policy?
Previously in 2024, the Ho Chi Minh City People's Council issued a resolution on reward and support policies for collectives and individuals who perform well in population work in the area.
The policy aims to encourage localities, organizations and people to actively participate in activities to improve population quality, address issues related to fertility, gender imbalance, and health care for the elderly.
According to the proposal, wards, communes and towns (collectively referred to as communes) with a rate of 60% of couples of childbearing age giving birth to two children for three consecutive years will be awarded a certificate of merit by the district-level People's Committee and supported with 30 million VND.
If this achievement is maintained for 5 consecutive years, the commune will receive a certificate of merit from the City People's Committee and a support of 60 million VND.
For individuals, women who give birth to two children before the age of 35 will receive a one-time support of 3 million VND.
Pregnant women and newborns from poor, near-poor, social protection households or living on island communes will be supported with prenatal and newborn screening with a total support of 2 million VND, including 600,000 VND for prenatal screening, 400,000 VND for newborn screening and 1 million VND in direct support.
Ho Chi Minh City ranked in the group of 21 provinces and cities with low birth rates.
According to the City People's Committee, the population work in the city has achieved certain results in recent times. By the end of 2023, the population size was 9,456,661 people. Although achieving good results, the population work in the city in the period of 2016 - 2023 is not sustainable in the long term.
The total fertility rate of the city in 2023 is 1.32 children, currently very low compared to the replacement fertility rate of 2.1 children. Ho Chi Minh City is currently ranked in the group of 21 provinces and cities with low fertility rates.
Based on demographic models, low fertility will strongly impact the city's population structure in the future.
