Phu Yen 35 years of development

On July 1, 1989, Phu Yen province was re-established after being separated from Phu Khanh province. In the early days of re-establishment, the work of rebuilding a provincial administrative unit was very messy and chaotic. However, with consensus and unity, the entire Party and people overcame difficulties and were determined to build and develop Phu Yen province.

 

35 years, not a long time for the development of a land, but Phu Yen changes day by day, putting on a new face from urban to rural areas. People's lives are improving day by day, both materially and spiritually.

 

The early days of re-establishment

 

After the liberation and reunification of the country, on November 3, 1975, Phu Yen and Khanh Hoa were merged and named Phu Khanh province. On March 4, 1989, the Politburo issued Resolution 83 on separating Phu Khanh into Phu Yen and Khanh Hoa. On June 30, 1989, the 5th Session of the 8th National Assembly passed a resolution to re-establish a number of provinces and cities across the country. Accordingly, Phu Khanh province was divided into 2 provinces, Phu Yen and Khanh Hoa. Phu Yen was re-established and put into operation from July 1, 1989. This event became an important milestone, opening a new period of development for the province.

 

Phu Yen province was re-established in the context of a volatile world situation and domestic difficulties. The province faced many great challenges. The province's economic starting point was too low, budget revenue was small, infrastructure for production and life was lacking... Tuy Hoa town - an urban area that had not received investment for a long time, lacked electricity, lacked water for daily life, and degraded roads...

 

The most basic advantage of Phu Yen after the province's re-establishment is its abundant food resources, large areas of unexploited agricultural land, forest land, and sea surface, and its local labor force.

 

Comrade Nguyen Thanh Quang, former Secretary of the Provincial Party Committee, recalled: That time was extremely difficult. But most importantly, the re-establishment of the province was an event that won the hearts of the people, creating an extremely great motivation from all walks of life in the province, helping the provincial leaders to come up with plans and practical solutions; promoting the great solidarity of the entire people, determined to build Phu Yen into a rich and beautiful province.

 

To build Tuy Hoa Town into the political, economic and cultural center of the province, the Provincial People's Committee has issued a series of decisions on land allocation, personnel structure, construction of essential social agencies, such as: Radio Station, Television Station, Provincial Post Office Center, Emergency Department of Provincial Hospital; established 2 new residential areas in Ward 2 and Ward 5 (now Ward 7), built and renovated the lighting grid, clean water system...

 

Repairing the old Provincial Road (administrative office of the Saigon government) to make it the office of the Provincial People's Committee; repairing the Tuy Hoa City Party Committee headquarters to make it the Provincial Party Committee office; provincial agencies, departments, and organizations requisitioned (public) houses managed by the State to make their headquarters; allocating land and settling accommodation for more than 1,000 cadres, employees, and soldiers of the People's Armed Forces who moved from Nha Trang...

 

Growing Strong

 

From a purely agricultural economy, agricultural production accounted for more than 80% of the economic structure in the early years of separation, up to now, the economic structure of the province has had a positive shift towards industrialization and modernization, increasing the proportion of industry, trade and services in the local economic structure, agriculture gradually shifting to high-tech agriculture. In 2023, the economic growth rate is estimated to increase by 9.16%, exceeding the set plan by 1.16% (ranked 10th in the country and ranked 3rd out of 14 provinces and cities in the Central region); GRDP per capita is estimated at 65.2 million VND, nearly 20 times higher than in 1989; total production value increased by 3.28% over the same period last year, of which agriculture increased by 4%, forestry increased by 7.3% and fishery increased by 3%.

 

The national target program on new rural construction continues to be focused on. Up to now, the whole province has 64 new rural communes (accounting for 77.1% of the total number of communes, including 16 advanced new rural communes), 16 model new rural residential areas, 19 new rural model gardens, maintaining 2 districts meeting new rural standards and having 231 products recognized as OCOP products.

 

Tuy Hoa City, the center of Phu Yen Province, after 35 years of construction and development, has taken on a new look as a coastal city, a young, dynamic, green - clean - beautiful, environmentally friendly city. From a provincial town, Tuy Hoa has gradually developed into a type III urban area (2003), advanced to a type II urban area (2013) and in the current period, Tuy Hoa City is striving to achieve the criteria of a type I urban area under the province before 2025.

 

After 35 years of development, the province's economy has developed strongly. The economic growth rate in each period has always been maintained at a fairly good level and the structure has shifted in the right direction. Phu Yen has completed the Phu Yen Provincial Master Plan for the period 2021-2030, with a vision to 2050. This is a legal framework, an important tool to orient the development of socio-economic space, allocate and effectively use resources, and is the foundation for the province to implement socio-economic development goals, opening a large door to attract investment, enhancing the local position, and soon realizing the goal of becoming a province developing in a modern and sustainable direction.

 

Regarding the implementation of the provincial planning, Chairman of the Provincial People's Committee Ta Anh Tuan said: Phu Yen focuses on economic development based on potential advantages with 3 pillars: Industry (metallurgy, petrochemical refining, energy...) is formed and developed in the South, the core of which is the Nam Phu Yen Economic Zone with the advantage of Bai Goc port; high-quality tourism services are built and developed in the northern coastal region and the highland mountains with famous landscapes such as: Xuan Dai Bay, Ganh Da Dia, O Loan lagoon, Van Hoa plateau... and high-tech agriculture in the western plains of the province.

 

“Nam Phu Yen Economic Zone will be the heart and driving force to promote the socio-economic development of the province. The Provincial People's Committee has directed to strengthen investment promotion activities to be truly effective. Currently, many large investors are interested in and approaching to study investment in the province such as: Bai Goc Port Project, Steel Complex in Hoa Tam Industrial Park, investment in construction and business of Hoa Tam Industrial Park infrastructure...

 

In the coming time, the province will continue to promote domestic and foreign investment; at the same time, synchronously implement solutions to promote administrative reform, build e-government, improve competitiveness indexes to create an open investment environment, ready to welcome investors," said Chairman of the Provincial People's Committee Ta Anh Tuan.

Desire for peace and prosperity

 

Visiting and working with Phu Yen province, Prime Minister Pham Minh Chinh commended the efforts and achievements of the Party Committee, government, army and people of Phu Yen province, contributing to the overall achievements of the whole country.

 

The Prime Minister said that the name Phu Yen represents the aspiration for “peace and prosperity” of our ancestors. Phu Yen is endowed with abundant natural resources, the place that welcomes the first sunrise on the mainland of Vietnam, with blue sea, white sand, golden sunshine, forests, mountains, plains...

 

Phu Yen people are straightforward, determined, tolerant, hardworking, modest, inquisitive, rich in revolutionary heroic traditions, patriotic, love for their homeland, dynamic, creative, always striving to rise up and mature through a history of fighting against harsh nature.

 

Besides the results and achievements, Phu Yen has not yet developed as expected. Therefore, the province needs to continue to promote the spirit of self-reliance, self-improvement, overcoming oneself, rising from the hands and brains, turning nothing into something, turning difficult into easy, turning the impossible into possible, rising strongly with endogenous strength...
