The Ho Chi Minh City Department of Education and Training has just submitted a draft proposal for comments from various departments and agencies regarding the restructuring of public non-profit organizations under its direct management. The new draft plan for restructuring and merging public schools has many new points compared to the previously submitted draft.

According to the plan, Ho Chi Minh City will retain 170 high schools in the city.
The proposed arrangement for preschools, primary and secondary schools, special education centers, and centers under the direct management of the department is as follows:
The Department of Education and Training will maintain 198 public service units, including: 170 high schools and multi-level schools; 3 public kindergartens; 22 Centers for Supporting Inclusive Education Development and Special Education Schools; 1 Center for Technical, Comprehensive and Vocational Education; and 2 existing centers with autonomous operating expenses: the Ho Chi Minh City Foreign Language and Informatics Center and the Information and Educational Program Center.
Proposed restructuring plan for continuing education centers and vocational training-continuing education centers: Conversion and reorganization: 41 units into 37 vocational high schools equivalent to high school level (a reduction of 4 units, including: 3 centers under the Department of Education and Training, and 1 center under the Youth Volunteer Force).
The proposed plan is as follows: Merge the Le Quy Don Continuing Education Center (Tan Dinh Ward) with the District 1 Vocational Education and Continuing Education Center (Tan Dinh Ward) to form Le Quy Don Vocational High School. Merge the Chu Van An Continuing Education Center (An Dong Ward), the Chinese Language Continuing Education Center (Cho Lon Ward) with the District 5 Vocational Education and Continuing Education Center (Cho Lon Ward) to form Chu Van An Vocational High School. Merge the Youth Volunteer Continuing Education Center (Xuan Thoi Son Commune) with the Hoc Mon District Vocational Education and Continuing Education Center (Xuan Thoi Son Commune) to form Xuan Thoi Son Vocational High School. The remaining centers are proposed to be converted into vocational high schools in their current state to ensure operation in accordance with directives aligned with lifelong learning needs and the management model of the provincial and commune levels, providing public services across inter-ward and inter-commune areas.

Details of the plan for rearranging and merging public schools in Ho Chi Minh City.Regarding the implementation roadmap, the project proposal will be finalized and submitted to the Department of Interior Affairs for appraisal before December 18, 2025.
The plan for restructuring public non-business units under the Ho Chi Minh City Department of Education and Training must be submitted to the People's Committee of Ho Chi Minh City for approval before December 20, 2025.
The Ho Chi Minh City Department of Education and Training requires heads of public non-profit organizations to comply with the restructuring plan and directives from higher authorities. They are also required to study relevant legal documents in the fields of general education, vocational education, and related content in the plan to develop an operational plan for their units that ensures the stated targets are met.
