Paraguayan flag in the capital Asunción
At a press conference on November 30, Mr. Arnaldo Chamorro said he was no longer holding the position of chief of staff of the Paraguayan Minister of Agriculture after signing an agreement with "officials" of the "United States of Kailasa", which on the provided documents is listed as an island in South America.
"They (the "officials") came and expressed their desire to help Paraguay. They presented some projects, we listened and then the signing ceremony took place," said Mr. Chamorro, admitting to having been duped.
He was fired on November 29.
Mr Chamorro said the fake "officials" also met with Agriculture Minister Carlos Gimenez.
The motive of this group of people is still unknown.
A Memorandum of Understanding was signed to establish diplomatic relations between the two "countries".
In the memo, complete with letterhead and official seal of the Paraguayan Ministry of Agriculture, Mr. Chamorro greeted "His Excellency Nithyananda Paramashivam, His Majesty the King of the United States of Kailasa" and praised him for his "contributions to Hinduism, the people and the Republic of Paraguay."
The Memorandum of Cooperation further proposes that "the Paraguayan government actively explore the possibility of establishing diplomatic relations with the United States of Kailasa and support its accession as a sovereign state to various international organizations, including the United Nations."
Paraguayan media reported that the man named Paramashivam was actually an Indian citizen wanted for crimes in the country.
In a later statement, Paraguay's Ministry of Agriculture called the mistake a "procedural error" and said the memorandum "cannot be considered official" and did not impose any binding obligations on the Paraguayan state.
