Specifically, Ms. Lan proposed to allow the Women's Union of Da Nang City to continue using the headquarters at 01 Pasteur for work, to ensure continuity in operations; ensure functionality to contribute to the management and restoration of valuable ancient architectural works that the association has preserved and promoted over the past 50 years.

The ancient villa 01 Pasteur is considered by experts to be "particularly rare" in terms of architecture.

She proposed that the leaders of Da Nang City consider and orientate the preservation and promotion of the 01 Pasteur building as a "red address", a place to preserve the revolutionary tradition of the women's movement through the periods, especially in the movement "Women demand the right to live", the struggle "76 days and nights of mastery of traders and students" in 1966 in Da Nang city with the participation of Ms. Phan Thi Chau Lien (daughter of Mr. Phan Chau Trinh), Ms. Phung Ky, Ms. Nguyen Thi Nguyet Anh..., directed by the Women's Association of Quang Da special zone.
Ms. Lan affirmed that this is also a place to preserve many images and historical documents of heroic women of Zone 5 and generations of women in Quang Nam - Da Nang and Da Nang City today, a cultural destination, educating patriotic traditions for generations of association officials, for the young generation today and tomorrow.
Regarding this issue, Ms. Hoang Thi Thu Huong, President of the Women's Union of Da Nang City, also submitted a document to the Secretary of the City Party Committee and Chairman of the People's Committee of Da Nang City, affirming that the project has been effectively managed, preserved and exploited by the association for many generations, still retaining its architectural and landscape values. In addition, the association's activities are associated with culture, community, education and communication of humanistic values, so they are suitable for the open and intimate space characteristics of the building.
As Thanh Nien reported (article Concerns about "exceptionally rare" villas being converted , Thanh Nien, November 4), on October 28, the People's Committee of Da Nang City agreed to arrange the house and land at 01 Pasteur for Hai Chau Ward Police to use as a headquarters. After recording conflicting information from public opinion, the Standing Committee of the People's Council of Da Nang City requested the People's Committee to direct a review of the suitability of the function, scale, and architecture of this facility when converting its function, and at the same time, Da Nang City should prioritize considering arranging this location to serve the cultural sector.
