Units can choose slogans to promote during the action month such as: "Youth join hands - For a future without AIDS!"; Creative community - Determined to end the AIDS epidemic by 2030"; "Keeping the commitment - Determined to prevent AIDS"; "35 years of solidarity, innovation, and action for Vietnam towards ending the AIDS epidemic by 2030!"...

The purpose is to strengthen the leadership and direction of Party committees and commanders at all levels and to thoroughly grasp and implement HIV/AIDS prevention and control work in the Army to all officers and soldiers. At the same time, summarize and acknowledge the achievements and efforts of leadership and direction of Party committees and commanders at all levels and organizations in HIV/AIDS prevention and control work.

Strengthen HIV/AIDS prevention and control activities, ensure that officers, employees, soldiers, workers in the Army and people have continuous access to essential services in HIV/AIDS prevention, care and treatment; increase the participation of officers and soldiers in HIV/AIDS prevention and control activities.

The plan requires that the organization of response, communication, and launching ceremony of the event be under the leadership and direction of Party committees and commanders at all levels, and can be integrated with regular activities of the unit, mobilizing all forces to participate, using available means at the unit, ensuring practicality, efficiency, and economy.

Closely following the goals of the National Action Month for HIV/AIDS Prevention and Control in 2025 and World AIDS Day in the Army, continue to raise awareness and change the behavior of all soldiers, all levels and sectors in the Army towards HIV/AIDS prevention and control.

According to the plan, the organization of the Rally in response to 35 years of Vietnam's response to HIV/AIDS; National Action Month for HIV/AIDS Prevention and Control in 2025 and World AIDS Day in the Army needs to mobilize maximum participation of officers, employees, soldiers and workers.

The unit organizing the rally is at the level of the Ministry of National Defense , at the division level (equivalent) or regiment level (equivalent). In addition to the rally, it is possible to organize coordinated events such as parades, walks, runs, displays, exhibitions, and theater performances.

In addition, agencies and units develop and disseminate messages on HIV/AIDS prevention and control through other media and communication materials such as panels, slogans, banners, posters, leaflets, and brochures at the unit. Conduct internal radio broadcasts, news announcements, and mass organization activities to inform about HIV/AIDS prevention and control.

The Border Guard, Vietnam Coast Guard and local armed forces strengthen propaganda and mobilization to prevent and control HIV/AIDS in border areas, seaports, remote areas, and ethnic minority areas.
