Technology 4.0 is opening up strong opportunities to help improve the effectiveness of HIV/AIDS prevention and control, especially in the fields of communication and management.

With the rapid development of the Internet, mobile devices and especially artificial intelligence (AI), technology applications can help reach disadvantaged groups, provide timely information, personalize services and optimize management systems.

Technology 4.0 has fundamentally changed the way information is transmitted and received, creating conditions for HIV/AIDS communication campaigns to become more effective, widespread and personalized.

In communication , social media platforms (Facebook, Zalo, TikTok) and messaging apps allow direct, discreet access to high-risk groups (MSM, transgender people...), using engaging digital content formats such as videos , infographics, providing chatbot channels or online consultants to answer questions about PrEP and ART testing, treatment in a confidential manner. AI and Big Data also help personalize communication messages based on user behavior, enhancing information absorption.

In terms of management , 4.0 technology brings smart solutions such as Electronic Health Records to monitor continuous treatment processes, Blockchain technology application in ART drug supply chain management and Telemedicine to support treatment for patients in remote areas. Mobile applications support treatment adherence by reminding patients to take medication and schedule appointments.

In particular, using AI to help predict disease hotspots helps allocate resources more proactively and effectively.

2. Applying digital technology in the management of people infected with HIV

This is a specific example of applying digital technology to public health.

INFO 4.0 HIV management software is a modern tool that supports medical facilities in managing, monitoring and caring for HIV-infected people. The system is designed with high security features, ensuring that personal information and patient medical records are strictly protected, and only authorized persons are allowed to access.

INFO 4.0 brings many important improvements to manage data synchronization and communication between HIV service providers. New functions added include changes in testing subsystems (community testing, screening tests, confirmatory tests), case monitoring and customer management subsystems. In particular, when there are new infection test results, the system will automatically update the case monitoring.

A prominent feature is the ability to view patients by five types of addresses (screening test, confirmatory test, permanent address, current address, treatment address), helping localities easily verify, manage and monitor the treatment process at the site.

3. Challenges and strategic directions 4.0 in HIV prevention and control

Industry 4.0 is a comprehensive strategy to optimize communication, personalize services and enhance management capabilities, aiming to end the AIDS pandemic by 2030. However, implementation needs to overcome many challenges such as digital divide, ensuring data security and privacy, as well as training health human resources to operate the new system.

Digital Divide: Not all people, especially those in rural areas or low-income groups, have access to the Internet and smart devices. Integrated communication solutions are needed to bridge this gap.

Data Security and Privacy: Managing electronic health records and sensitive personal data requires strict security measures and a clear legal framework to build user trust.

Human resource training: It is necessary to train a team of medical staff with sufficient knowledge and skills to operate and exploit new technology systems to their fullest.

Industry 4.0 is one of the key strategies to optimize communication, personalize services and enhance the management of HIV/AIDS prevention and control in Vietnam. Despite the challenges of digital divide and data security, the consistent application of digital technology solutions is an important solution to accelerate the process of achieving the 95-95-95 target, towards ending the AIDS pandemic by 2030.

The National Strategy to End AIDS by 2030 sets out three 95-95-95 targets. Specifically, 95% of people living with HIV know their HIV status; 95% of people diagnosed with HIV receive ARV treatment; and 95% of people receiving ARV treatment achieve viral load suppression.
