Attending and directing the exercise were Colonel Pham Van Dung, Deputy Chief of Staff of Military Region 4; Colonel Nguyen Ky Hong, Deputy Director of Politics of Military Region 4 and representatives of agencies of the Military Region.
The exercise is titled: "Moving armed forces into combat readiness states; organizing preparations and practicing operations, firmly protecting the provincial defense area". The exercise content includes 3 phases: Moving armed forces into combat readiness states, moving localities into defense states; organizing preparations for defense operations and practicing defense operations.
The 1-sided, 2-level CH-TM exercise is a comprehensive training form aimed at improving the level of CH-TM organization, applying principles and theories of commanders and agencies; the ability to coordinate and cooperate between forces; training command style, staff work, and combat of agencies and units when practicing transitioning to combat readiness, organizing preparations and practicing combat... At the same time, fostering staff methods for local Party committees and authorities in defense states and complex defense and security situations. Thereby, continuing to research, adjust, and supplement the combat determination plan to meet mission requirements in the new situation.

The highlight of this year's exercise is the system of situations and handling plans built to suit the characteristics of the provincial armed forces' missions in the new period. Preparations, operational documents and coordination between forces were carried out fully and closely; the training framework grasped the situation, handled it flexibly, and suited the mission requirements.

The one-sided CH-TM exercise, two levels of the Ha Tinh Provincial Military Command, has completed its objectives and requirements, ensuring safety in all aspects. During the monitoring process, the Military Region's Exercise Steering Committee promptly noted the advantages and pointed out some limitations so that the Ha Tinh Provincial Military Command can continue to learn from experience and improve the organization of command and combat advice in the coming time.
