In May 2025, the District Party Committee organized to disseminate and promptly implement the leadership and direction documents of the Central Government and the City; participated in contributing opinions to the draft conclusions, notices, plans, projects, regulations... of the City Party Committee related to the arrangement and reorganization of administrative units at all levels and the construction of a 2-level local government organization model. Issued a plan on organizing party congresses at all levels, towards the City Party Congress for the 2025-2030 term and the 14th National Congress of the Party. Regularly follow and grasp the situation of public opinion related to the key political tasks of the district. Maintain the effective operation of the Vietnam Fatherland Front and socio-political organizations in implementing the political tasks of the district. Direct the serious implementation of the preparation of personnel records, archives of Party committees, agencies, units, and wards according to instructions to carry out arrangements and handovers when directed.
The district's economy continues to develop. State budget revenue in May is estimated at VND51,085 billion, equal to 3% of the city's assigned plan, 3% of the district's striving plan, of which non-state tax revenue reached VND26,718 billion, equal to 5% of the city's assigned plan. In the first 5 months of the year, total state budget revenue in the area is estimated at VND1,933,936 billion, equal to 105% of the city's assigned plan, 105% of the district's striving plan, equal to 217% over the same period; of which non-state tax revenue reached VND362,836 billion, equal to 66% of the plan, 80% over the same period. Disbursement of decentralized capital sources of the district reached VND19,285/304,612 billion, reaching a rate of 6.33%. The city's public investment capital disbursement for projects implemented in the district is 7,317/196,998 billion VND, reaching a rate of 3.71%. The work of ensuring urban order, construction, sidewalks, environmental sanitation, and ensuring traffic safety continues to be highly focused. Land management and site clearance are effectively implemented. Attention is paid to healthcare, education, culture, and implementation of social security policies. Actively carry out the task of collecting public opinions on the draft Resolution amending and supplementing a number of articles of the Constitution. Administrative reform and digital transformation continue to be focused on and achieved good results. The security, order, and social safety situation in the area is maintained.
Regarding the tasks for June 2025, Major General Vu Thanh Chuong, Director of the City Police Department, requested the District Party Committee to continue to direct the timely implementation of documents of the Central and City Party Committee on the work of arranging and streamlining the apparatus in the political system; seriously and effectively implement the storage and management of documents and document databases in the process of arranging the apparatus of the political system and administrative units at all levels of Hai Phong city; units focus on implementing tasks under the direction of the Central, city and district before handing over to localities.
At the same time, direct localities and units to report on budget revenue and expenditure to implement the handover to the new administrative unit. Develop revenue and expenditure estimates for the two new administrative units and submit them to competent authorities for approval. Speed up the progress of projects decided by the city for investment, works invested by districts; focus on disbursing public investment capital. Direct continued timely implementation of the city's guiding documents on the arrangement of administrative units at all levels and the construction of a two-level local government organization model.
