Eliminate toxic products that have negative impacts on society

According to information from the Ministry of Information and Communications on product management through cross-border platforms, on August 4, 2023, the Ministry held a workshop to disseminate the circular guiding Decree No. 71/2022 of the Government amending and supplementing a number of articles of Decree No. 06/2016 on management, provision and use of radio and television services, including the management of cultural products on cross-border platforms.

In the coming time, the Ministry of Information and Communications said it will closely coordinate with the Ministry of Culture, Sports and Tourism to manage the distribution of cross-border cultural products. In particular, products containing content and images that violate Vietnam's sovereignty in any form are not accepted.

Regarding the fight against cross-border social networking platforms, Ms. Nguyen Thi Thanh Huyen, Deputy Director of the Department of Radio, Television and Electronic Information, said: Fighting against cross-border social networking platforms is a policy that has been implemented by the Ministry of Information and Communications (the focal point is the Department of Radio, Television and Electronic Information) for many years. This activity includes forcing cross-border platforms to comply with Vietnamese law, removing bad, toxic, false, negative information that has a bad influence on society. In recent times, social networking platforms such as Facebook, Google, and Tiktok have actively cooperated in removing violating information when requested. From July 1 to 24, 2023, Facebook blocked and removed more than 224 articles posting false information, propaganda against the Party, the State, brands, individuals, and organizations (reaching a response rate of 90%); Google removed 1,052 violating videos on YouTube (91% response rate); TikTok removed 19 violating links, posting false information and negative content (90% response rate).

Responding to questions about handling some clips on social networks that have had a negative impact on young people recently, Ms. Nguyen Thi Thanh Huyen said that through feedback from the press and social networks, the management agency will assess whether the information violates the law or not. If the content posted online is a self-produced clip but has a violation, it will be handled according to regulations on information management on the network environment.

According to Ms. Nguyen Thi Thanh Huyen, information on the internet, including staged clips, is divided into three categories: violating; non-violating; information that does not violate but has negative content, negatively affecting the community.

"For negative, popular content that affects the community, the Department of Radio, Television and Electronic Information will research, evaluate and have a direction for handling" - Ms. Nguyen Thi Thanh Huyen said and suggested that press agencies strengthen coordination with management agencies in detecting, evaluating, condemning and warning about content on social networks that has a negative impact on users.

Regarding the results of the TikTok inspection, the Deputy Director of the Department of Radio, Television and Electronic Information shared: Up to this point, the inspection team is still finalizing the conclusion and supplementing related recommendations; when the results are available, official information will be provided.

Timely handling of violations in the network environment

Responding to questions related to the draft Decree replacing Decree No. 72/2013/ND-CP dated July 15, 2013 of the Government on management, provision and use of internet services and information on the network (Decree 72), the Deputy Director of the Department of Radio, Television and Electronic Information further clarified the proposals on: regulations on authentication of social network user accounts by phone number; enterprises can refuse or temporarily suspend the provision of telecommunications and internet services... to organizations and individuals using the service to livestream and post information violating the law on the network.

Regarding the proposal to regulate the authentication of social network user accounts by phone number, the Deputy Director of the Department of Radio, Television and Electronic Information said: Currently, domestic and cross-border social networks require users to authenticate personal information when registering by email, phone number or both.

The Ministry of Information and Communications has requested to authenticate social network accounts by phone number because: The situation of fraud crimes in cyberspace is increasing. This regulation is proposed due to the need for state management as well as the need of people to more closely manage social network accounts to limit online fraud. In addition, social networks are very large, authentication by personal phone number will contribute to users raising their responsibility and awareness when providing information on social networks. This regulation is also consistent with current legal regulations, especially the Law on Cyber ​​Security. At the same time, currently, social network users tend to switch from using computers to using phones, so authenticating social network accounts by mobile phone number will be more convenient for users - Ms. Nguyen Thi Thanh Huyen explained.

One of the proposals of the draft decree replacing Decree 72 is: Enterprises can refuse or temporarily suspend the provision of telecommunications and Internet services... to organizations and individuals using the service to livestream or post illegal information online. Ms. Nguyen Thi Thanh Huyen stated: Currently, the use of livestream on social networks is very popular, including those who have used this to propagate against the Party and the State, provide false information, and insult individuals and organizations. To improve the effectiveness of managing the use of internet services for these violations, the draft decree replacing Decree 72 is proposing quick and urgent measures to deal with individuals who violate the law online, including livestreaming.

However, the representative of the Department of Radio, Television and Electronic Information also affirmed: Stopping the provision of telecommunications and internet services is not a radical solution because violators can use different accounts. This is considered an additional urgent solution to promptly handle situations and violations detected on the network environment...
