Quan Son implements the campaign "90 days to get rich, clean up the national land database"

After streamlining the organizational structure, Quan Son commune was established with a natural area of ​​100.62 km2 and a population of more than 7,500 people. Although the effectiveness and efficiency of State land management have been gradually improved, after the merger, there are still many households in the commune who have long-term residential land and meet the conditions but have not completed the procedures to be granted land use right certificates. When mobilized, with the fear of high costs, many households still do not complete land procedures. Meanwhile, due to the need for economic development, many households have mortgaged land extracts to mortgage loans at credit institution branches... causing difficulties in digitizing and cleaning land data in the area.

According to preliminary statistics of the People's Committee of Quan Son commune, there are 56.71 hectares of residential land in need of land use right certificates, with 1,672 certificates. As of early July 2025, 1,651 certificates have been issued, while 21 certificates have not been issued with 0.86 hectares. Of the issued certificates, only 87 have confirmed assets on the land. In the commune, over 95% of the population are ethnic minorities living, mainly building traditional stilt houses, not eligible for property registration and construction permits. While most people do not understand the rights and obligations of land users... the work of issuing certificates of land use rights and assets attached to land is facing difficulties.

Implementing the campaign “90 days to get rich, clean up the national land database”, after establishing the steering committee and the support team, Quan Son commune assigned specific tasks, clear time, progress, and area to each department, office, socio-political organization and individual leader. At the same time, fully prepared the necessary means and equipment to serve the campaign.

With a spirit of urgency, seriousness and high responsibility, after focusing on responding to storm No. 10, the People's Committee of Quan Son commune has deployed a variety of forms and rich propaganda content, aiming to raise the understanding and responsibility of cadres, party members and people about the role and importance of the campaign. On that basis, cadres, civil servants, village and neighborhood management boards go to every alley, knock on every door, review the current situation, guide people to prepare relevant documents and papers, as a basis for collecting, digitizing and creating data on land in the area.

Chairman of Quan Son Commune People's Committee, Vi Thi Trong, said: Determining that propaganda and mobilization work plays an important role in the campaign "90 days to get rich, clean up the national land database", the commune has organized and implemented many solutions, strongly promoting the role of Party committees, village and neighborhood management boards. Through that, in general, cadres, party members and people in the commune agree to support and proactively participate in the campaign.

In addition to assigning cadres and civil servants to go to the villages to carry out the campaign, Quan Son commune has proactively coordinated with credit institution branches in the area to collect data on land use right certificates of households that are mortgaging for loans. The collection, scanning and input of land data is carried out by the commune according to strict procedures, ensuring accuracy and confidentiality.

In addition, the Commune People's Committee has organized propaganda, mobilized, guided and supported households with residential land, built long-term houses, and met the conditions to promptly carry out the procedural steps to issue land use right certificates according to the provisions of law. At the same time, it has coordinated with the Quan Son Land Registration Office Branch to resolve related procedures, creating the most favorable conditions for people to quickly complete land procedures.

With the efforts of officials, civil servants and the consensus of the people, by October 26, the People's Committee of Quan Son commune had collected data to digitize 768 files of land use right certificates and people's identification cards, reaching a rate of over 46%. The work of collecting data to digitize and clean up land data is still being urgently carried out.

Therefore, although the implementation of the campaign in the area still faces many difficulties and challenges, the commune identifies this as a key political task, and sets out a high determination to complete it according to the province's plan.
