Comrade Pham Thanh Nam, Deputy Director of the Department of Science and Technology of Dien Bien, said: The leaders of Dien Bien province have directed the Department of Science and Technology, the Departmentof Education and Training to coordinate with Steam for Vietnam Limited Liability Company to train artificial intelligence (AI) for students, teachers. Within two months (March and April 2025), Dien Bien province completed the training program with the goal of popularizing AI for 100% of teachers (nearly 14,000 people). Of which, there are 1,200 managers; 102 core teachers. After the training course, more than 35,700 teacher projects were completed. Notably, the 5 best projects were implemented by teachers in very difficult districts such as Muong Nhe, Tua Chua, and Muong Ang.

Also assigned to train and provide technology training for officials and civil servants, before each training course, the Department of Science and Technology often surveys the needs of each target group, thereby proactively arranging training content according to topics and fields.

In 2024 and the first months of 2025, the Department organized 14 direct and online training classes for more than 510 students on information technology skills associated with digital transformation requirements for the health sector; digital transformation under the national target program for village and hamlet cadres; training on document management and integrated digital signature operation for the Association of the Elderly, teachers of 8 high schools, etc.

In recent times, Dien Bien province has continued to direct the maintenance of the activities of 1,400 community digital technology teams with the participation of more than 10,000 people. In particular, the head of the community digital technology team is often the head of the residential group, village chief, or young people who have actively contributed to the digital transformation work in the locality. Ms. Lo Thi Thu, a cultural officer of Quai To commune, Tuan Giao district, a member of the community digital technology team, shared: I see that people quickly access electronic devices to access and use online public services when performing birth, death, and marriage registration. Some people have known how to "livestream", posting articles introducing the sale of fruits grown by their families on social networking platforms. This has helped to significantly increase people's income. Many people, thanks to the good application of online sales, now no longer have to worry about going to the market or finding wholesale customers like before, because customers have an address and convenient transportation, so they can go to their homes to make transactions.

Recently, the People's Committee of Dien Bien province launched the "Digital Literacy for All" movement with the goal that by 2026, 100% of the adult population in Dien Bien province will have basic knowledge of digitalization, appropriate digital skills and be ready to actively participate in the digital society. This movement not only enhances individual capacity, but also stimulates the spirit of lifelong learning, spreads knowledge, and connects communities in the digital age.

In order for this work to be implemented effectively, Dien Bien province has requested all levels, sectors, and each unit to implement it more systematically, flexibly, and creatively. Based on actual conditions and needs, each unit and sector can choose to implement the "Digital Literacy for All" movement with solutions such as: Applying online learning platforms; training and education stratified by target groups; promoting effective models such as "Digital Ambassador", "Digital Family", "Digital Market, Digital Rural Area". In particular, promoting the role of community digital technology groups, persistently implementing the motto "going to every alley, knocking on every door, guiding every person".

Comrade Le Thanh Do, Chairman of the People's Committee of Dien Bien province emphasized: The "Digital Education for All" movement is the beginning of a new journey. It is a journey to create the future with knowledge, technology and aspirations to rise up.
