Up to now, the province has had 17 industrial parks and 16 industrial clusters with a total area of over 3,300 hectares, of which 9 industrial parks have been put into operation, attracting more than 17,000 registered enterprises, creating jobs for more than 250,000 workers.
Every year, enterprises contribute more than 80% of the province's budget revenue. As of May 15, 2025, the province has 1,329 projects, including 487 FDI projects with a total investment of more than 8.62 billion USD, 842 DDI projects with a total investment of nearly 148 trillion VND, creating jobs for nearly 260,000 workers working in enterprises, of which more than 55% of workers work in enterprises in industrial parks.
Most workers working in industrial parks in the province often face difficulties in finding accommodation due to low income and high living costs. According to a survey by the provincial Federation of Labor, there are currently more than 20,000 workers living in rented accommodation, mainly concentrated in the city areas of Vinh Yen, Phuc Yen and Binh Xuyen district.
To concretize the Central Government's direction on developing housing for workers to create conditions for workers to "settle down and work", the province has assigned the State Bank of Vietnam, Region IV, to direct local credit institutions to deploy many preferential credit packages for loans to buy and repair houses.
Particularly for the preferential credit loan package of 4.8%/year according to Decree No. 100 of the Government detailing a number of articles of the Housing Law on the development and management of social housing, up to now, the provincial branch of the Bank for Social Policies has disbursed more than 220 billion VND to nearly 550 loan customers.
Paying attention to supporting workers with housing, from 2018 to present, the Provincial Labor Federation has allocated the Fund "For Poor Workers" to support the construction of houses for nearly 50 workers in difficult circumstances, helping workers settle down.
Recently, Ms. Nguyen Thi Hoa, a worker at Amo Vina Co., Ltd., Khai Quang Industrial Park (Vinh Yen) was awarded 40 million VND by the Provincial Labor Federation to support the construction of a house in phase I, the support fund was taken from the union budget.
Unable to hide her joy and excitement at receiving financial support to build a house, Ms. Hoa said: “For my family, having enough money to build a decent house is difficult to do. With the help of all levels and sectors, my family has more resources to build a new, more solid house to live in peace. This is the motivation that helps me overcome difficulties in life, work with peace of mind, continue to stick with the business, and complete my work well.”
Chairwoman of the Provincial Federation of Labor Trinh Thi Thoa said: For workers in the province, especially those from neighboring provinces and cities working in industrial parks, the need for housing is very large.
However, saving their salary to buy land and build a house is not a simple task for them, because their ability to accumulate finances is limited, while the cost of living is increasing.
Therefore, many workers expect that all levels and sectors will create favorable conditions to support preferential loans for renting and buying social housing in installments suitable to their financial situation.
Since the beginning of the year, the province has started 4 social housing projects including: Social housing project in Nam Vinh Yen New Urban Area - Phase 1, Phuc Thang Social Housing Area, Kira Home Social Housing project, Thien Ke Xanh Social Housing Area with nearly 6,900 apartments.
These are all projects located near the province's industrial centers, which are of great significance, contributing to promoting economic growth, meeting the housing needs of low-income people and workers living and working in the province.
Paying attention to and solving housing problems for workers in the coming time, the province continues to improve policies on land, investment capital, planning, and synchronous infrastructure. Shorten investment procedures for social housing construction projects; simplify criteria for identifying subjects and expand subjects eligible to buy/rent social housing.
Continue to research and propose solutions, credit policies, taxes, and interest rate subsidies to exploit and mobilize maximum medium- and long-term financial resources to develop social housing in the direction of increasing social capital and reducing state capital.
Implement well the publicity, transparency and strengthen inspection and supervision of the process of construction, leasing, and purchasing social housing; ensure the necessary technical infrastructure and social infrastructure conditions for transportation, healthcare,education , etc. for social housing construction projects in urban areas and industrial parks. At the same time, promote the role of trade union organizations in taking care of housing for workers, contributing to ensuring social security.
