Urge the implementation of investment in social housing construction

Implementing Official Dispatch No. 19 of the Ministry of Construction on urging the implementation of investment in social housing construction, Vice Chairman of the Provincial People's Committee Vu Viet Van directed and assigned the departments and branches: Construction, Finance, Agriculture and Environment, People's Committees of districts, cities and relevant agencies to continue to focus on leading, directing and organizing the implementation more drastically and effectively of the tasks and solutions stated in Plans No. 238, No. 239, Decision No. 602 of the Provincial People's Committee on assigning targets for completing social housing in the period of 2025 - 2030.

Reduce and simplify administrative procedures under the authority of social housing investment and construction (project establishment, approval, investor selection, land allocation, land lease, site clearance, etc.) to support and encourage businesses to invest in social housing construction. Create conditions for investors to be able to quickly implement projects, from choosing the project location to completing legal procedures.

The Department of Construction shall preside over and coordinate with relevant agencies to focus on implementing the assigned targets of completing social housing in 2025 and the following years up to 2030.

For projects registered to be completed in 2025, projects that have started construction, and are under construction: Work directly with investors to review progress, direct and urge investors to focus resources to complete in 2025. At the same time, require investors to fully implement the periodic reporting regime on project implementation progress.

For projects that have selected investors, proactively guide investors to implement legal regulations on investment, planning, land, construction, etc.; promptly handle project problems to soon start construction in 2025.

Urge investors of commercial housing projects to carry out investment procedures for building social housing on 20% of the project's land fund according to the provisions of the 2023 Housing Law to start construction in 2025, as a basis for completing targets in the following years.

For land plots already in the planning for investment in social housing construction, urgently complete investment procedures to soon select investors to implement the project, ensuring effective exploitation of land funds and avoiding waste of social resources.

Review, update and supplement land use planning, construction planning to allocate sufficient land fund for social housing development according to assigned targets.

Continue to review, inspect, and make a list of projects to build social housing, housing for workers, renovate and rebuild apartments that are eligible for loans of 120,000 billion VND and make public announcements so that banks have a basis for applying for loans.

Propose to issue incentive and support mechanisms, creating favorable conditions for enterprises and cooperatives to participate in investing in the construction of social housing.

Assign the Department of Construction to periodically report quarterly on the results of social housing development to the Ministry of Construction (and send a report to the Provincial People's Committee) for synthesis and reporting to the Prime Minister .
